• First weekend of month (except for September 2023) <br /> • Street closure: 4:00 pm on Fridays — 9:00 pm on Sundays <br /> • Programing by PDA on Saturdays. <br /> Timeframe <br /> Given the feedback received from the member survey and positive response to the <br /> 2022 model, the PDA Board of Directors requests, and City staff recommends, the 2023 <br /> First Weekends on Main street closures be held May through October. This timeframe <br /> finds a balance in equitably supporting the diversity of merchants as well as engaging <br /> the community, while reducing the direct and indirect impacts of the closures on <br /> residents within and surrounding the downtown. It also reflects the PDA's capacity to <br /> implement and program the weekend street closures, which the PDA has indicated it <br /> can do on a once per month frequency. <br /> Other Considerations/Options <br /> At its December 13, 2022, meeting, the PDA Board discussed additional options for <br /> First Weekends on Main, which included: <br /> • Frequency <br /> o Once per month — This is the PDA-requested and preferred frequency <br /> given limited staffing and resources to plan Saturday programming, and it <br /> allows the PDA to hold Concerts in the Park on Friday evenings during the <br /> non-street closure weekends in June, July, and August. <br /> o More than once per month — The PDA board did not favor this option as <br /> PDA staff would not be able to provide programming on Saturdays more <br /> than once per month. This option would increase costs, as the City would <br /> need to contract with an outside vendor for the street closures. <br /> o Discontinue entirely— The PDA board did not favor discontinuing First <br /> Weekends on Main programming entirely as it has been a positive <br /> addition to PDA's programming, and there was minimal support (16 <br /> percent) received from the member survey in favor of discontinuing the <br /> events. <br /> • Timeframe <br /> o May through September— This timeframe, which would end on Labor Day <br /> Weekend was not recommended, given that extending to October would <br /> offer an additional opportunity to close the street during favorable weather <br /> for dining. <br /> o May through October- This was the PDA-requested and preferred <br /> timeframe as it allows the ability to prepare for a robust retail/holiday <br /> shopping season in November and December, and avoids inclement <br /> weather. <br /> o May through December— While this timeframe occurred in 2022, it was <br /> discussed in detail and determined that based on the need to find an <br /> equitable balance among the diversity of downtown businesses and <br /> feedback from the member survey, it was not the most feasible option. <br /> Page 5 of 6 <br />
