Notwithstanding the foregoing, for a local government that <br />fails to adopt a housing element that the department has found to be in substantial <br />compliance with this article within 120 days of the statutory deadline in Section 65588 <br />for adoption of the housing element, rezoning of those sites, including adoption of <br />minimum density and development standards, shall be completed no later than one year <br />from the statutory deadline in Section 65588 for adoption of the housing element. <br />Not applicable <br /> <br />(c)(1)(B) Where the inventory of sites, pursuant to paragraph (3) of subdivision (a), does <br />not identify adequate sites to accommodate the need for groups of all household income <br />Not applicable
