SECTION 2: ESTABLISHMENT OF CONNECTION CHARGES. To <br />establish appropriate provisions for the construction and <br />expansion of the sanitary sewerage system of the City of <br />Pleasanton, inclusive of the treatment plant, or to purchase <br />capacity in some other system, and to be assured that the cost <br />of such construction and expansion is borne by those who receive <br />the benefits thereof, there is hereby established connection <br />charges for all connections made to the sanitary sewerage system <br />of the City of Pleasanton after the effective date of this <br />Ordinance, in accordance with the following schedule: <br /> <br /> a. For each mobile home as defined herein, the sum of <br />$96 per mobile home. <br /> <br /> c. For each commercial or industrial building as de- <br />fined herein or other miscellaneous unclassified uses a sum "c" <br />established by the following formula: <br /> <br /> C = V X 1/3 (1 + BOD + ss) X $175 <br /> 102,200 ~ ~ <br /> <br /> where: V = Estimated total yearly volume of discharge <br /> from the building, in gallons. <br /> BOD = Estimated average BOD of the waste <br /> discharged. <br /> ss = Estimated average suspended solids of the <br /> waste discharged. <br /> <br /> In the event that any of the factors V, BOD or ss are <br /> found to have been estimated too low or too high such <br /> that the collected fee was 10% or more lower or higher <br /> than the correct fee; or if the customer's discharge <br /> has been increased in volume or strength, the City <br /> shall bill or reimburse the customer for the difference <br /> in connection fees. Payment of any such additional <br /> fees shall be a condition of continued service by the <br /> City. No reimbursement shall be due if the customer <br /> has reduced the volume or strength of discharge. <br /> <br /> d. Any change in use or addition requiring greater <br />capacity in the sewerage system will require the payment of <br />additional fees at the rates established by this ordinance as a <br />condition of continued service. <br /> <br /> e. Upon application, and good cause shown, the City <br />Council may in its sole discretion waive any of the charges herein <br />provided for. <br /> <br /> - 2 - <br /> <br /> <br />
