f. All measurements, tests and analysis of the <br />characteristics of water and wastes to which reference is made <br />in this ordinance, shall be determined in accordance with the <br />llth Edition, or subsequent editions, of the "Standard Methods <br />for the Examination of Water and Sewage" published jointly by the <br />American Public Health Association and Federation of Sewage Works <br />Association, and shall be determined on samples from the in- ~ <br />spection facility. In the event that no special facility has <br />been required, the point of inspection shall be considered to be <br />the downstream manhole in the public sewer nearest to the point <br />by which the building ~ewer is connected to the public sewer. <br /> <br /> SECTION 3: ESTABLISHMENT OF SPECIAL FUND. All revenues <br /> <br /> , <br />deposited in a special fund to be known as e System <br />Expansion Fund", which fund is hereby created, and which special <br />fund shall be used for the purpose of expandin~ the sanitary <br />sewerage system of the City of Pleasanton, and or the servicing <br />of any bonded indebtedness of the City of Pleasanton hereinafter <br />incurred for sanitary sewer purposes, and/or the purchase of <br />capacity in any other sewerage system. Interest earned by the <br />fund shall remain in the fund and be used for the same purposes <br />as the principal. <br /> <br /> SECTION 4: PAYMENT OF FEES. Before any building permit <br />is issued after the effective date of this Ordinance by the <br />Building Inspector of the City of Pleasanton, or his duly author- <br />ized representative, the applicant therefor shall pay to the City <br />of Pleasanton the necessary fees herein provided for, together <br />with such other fees as may be provided for by Ordinance now in <br />effect or hereafter adopted. <br /> <br /> SECTION 5: CREDITS. A credit against connection <br />charges shall be permitted for all lands subject to annexation <br />agreements or subdivision agreements executed prior to the <br />effective date of this ordinance. This credit shall be calculated <br />by the City Engineer, and shall be prorated where necessary. <br /> <br /> SECTION 6. If any section, subsection, sentence, <br />clause or phrase of this ordinance is for any reason held un- <br />constitutional or in conflict with any statute or law of the <br />United States of America, or the State of California, such deci- <br />sion shall not affect the validity of the remaining portions of <br />the ordinance. <br /> <br /> SECTION 6: If any section, subsection, sentence, clause <br />or phrase of this ordinance is for any reason held unconstitutiona <br />or in conflict with any statute or law of the United States of <br />America, or the State of California, such decision shall not <br />affect the validity of the remaining portions of the ordinance. <br /> <br /> SECTION 7: All ordinances and parts of ordinances in <br />conflict herewith are hereby repealed. <br /> <br /> SECTION 8: This ordinance shall take effect and be in <br />force at the time provided by law, to-wit, thirty days after <br />adoption. <br /> <br /> SECTION 9: This ordinance is hereby ordered to be <br />printed and published in "The Times", a newspaper of general <br />circulation published within the City. <br /> <br /> - 3 - <br /> <br /> <br />
