Community Development <br /> 6. Actions of the Planning Commission and Zoning Administrator <br /> Recommendation: Receive the report. <br /> 7. Approve applications for: 1) Minor Subdivision approval to subdivide an approximately 2-acre <br /> parcel into two parcels measuring approximately 1-acre each at 535 Sycamore Road; 2) Planned <br /> Unit Development (PUD) development plan approval to construct a one-story home and related <br /> site improvements on each parcel. <br /> Recommendation: <br /> 1) Find the project is exempt from environmental review pursuant to the California Environmental <br /> Quality Act Guidelines (CEQA); <br /> 2) Make the PUD considerations for the proposed development plan as stated in the draft <br /> ordinance, Attachment 1; and <br /> 3) Introduce the draft ordinance approving Case PUD-145, subject to conditions of approval <br /> listed in Exhibit A of Attachment 1. <br /> Engineering <br /> 8. Appropriate an additional $190,000 to the Library Roof Replacement Project, CIP No. 14408, to <br /> fund various required change orders due to unforeseen conditions discovered during construction <br /> and authorize the City Manager or designee to negotiate the final costs and execute change <br /> orders for up to a not-to-exceed amount of$612,000, an additional $275,000 from the prior <br /> authorized amount of$337,000 <br /> Recommendation: <br /> 1) Appropriate $190,000 from the Capital Facilities Fees Fund (Fund 203) to the Library Roof <br /> Replacement Project, CIP No. 14408. <br /> 2) Authorize the Director of Engineering to approve and execute contract change order(s) for the <br /> project for a contingency amount not-to-exceed $612,000 (an additional $275,000, plus the <br /> original $337,000) for unforeseen necessary related work. <br /> 9. Approve a professional services agreement with Mark Thomas in the not-to-exceed amount of <br /> $524,145 for the 35 Percent Design Services for the West Las Positas Boulevard Multimodal <br /> Reconstruction Project, CIP No. 11514 <br /> Recommendation: <br /> 1) Approve a professional services agreement with Mark Thomas of San Jose, California, in the <br /> not-to-exceed amount of$524,145 for the 35 percent design services for the West Las Positas <br /> Boulevard Multimodal Reconstruction Project, CIP No.11514. <br /> 2) Authorize the City Manager to execute the agreement. <br /> Finance <br /> 10. Adopt a resolution to accept the FY 2021/22 year-end financial report for the Capital Improvement <br /> Program (CIP) Budget <br /> Recommendation: Adopt and waive the full reading of Resolution No. 22-1342. <br /> 11.
