Community Development 6. Actions of the Planning Commission and Zoning Administrator Recommendation: Receive the report. 7. Approve applications for: 1) Minor Subdivision approval to subdivide an approximately 2-acre parcel into two parcels measuring approximately 1-acre each at 535 Sycamore Road; 2) Planned Unit Development (PUD) development plan approval to construct a one-story home and related site improvements on each parcel. Recommendation: 1) Find the project is exempt from environmental review pursuant to the California Environmental Quality Act Guidelines (CEQA); 2) Make the PUD considerations for the proposed development plan as stated in the draft ordinance, Attachment 1; and 3) Introduce the draft ordinance approving Case PUD-145, subject to conditions of approval listed in Exhibit A of Attachment 1. Appropriate an additional $190,000 to the Library Roof Replacement Project, CIP No. 14408, to fund various required change orders due to unforeseen conditions discovered during construction and authorize the City Manager or designee to negotiate the final costs and execute change orders for up to a not-to-exceed amount of$612,000, an additional $275,000 from the prior authorized amount of$337,000 Recommendation: 1) Appropriate $190,000 from the Capital Facilities Fees Fund (Fund 203) to the Library Roof Replacement Project, CIP No. 14408. 2) Authorize the Director of Engineering to approve and execute contract change order(s) for the project for a contingency amount not-to-exceed $612,000 (an additional $275,000, plus the original $337,000) for unforeseen necessary related work. 9. Approve a professional services agreement with Mark Thomas in the not-to-exceed amount of $524,145 for the 35 Percent Design Services for the West Las Positas Boulevard Multimodal Reconstruction Project, CIP No. 11514 Recommendation: 1) Approve a professional services agreement with Mark Thomas of San Jose, California, in the not-to-exceed amount of$524,145 for the 35 percent design services for the West Las Positas Boulevard Multimodal Reconstruction Project, CIP No.11514. 2) Authorize the City Manager to execute the agreement.
