The following scenarios <br /> were evaluated: <br /> • Existing Conditions—Existing volumes obtained from traffic counts and the existing <br /> roadway system configuration. Existing peak hour counts were collected during the <br /> weekday morning (7:00 to 9:00 AM) and weekday evening (4:00 to 6:00 PM) peak periods <br /> when local schools were in session. <br /> • Existing Conditions Plus Project— Existing volumes obtained from traffic counts and the <br /> existing roadway system configuration plus traffic that would be generated by the <br /> development of the housing element update sites/projects. Under this scenario,the <br /> proposed housing element land uses are added to the baseline travel demand model, <br /> replacing current uses if applicable,to estimate traffic volume changes at the study <br />
