21 <br />THE CITY OF <br />�-'► CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />December 20, 2022 <br />Community Development <br />TITLE: REVIEW OF PROPOSED MODIFICATIONS TO THE DRAFT 2023-2031 <br />(6TH CYCLE) HOUSING ELEMENT UPDATE AND PROPOSED <br />REZONING SITES <br />SUMMARY <br />The City's 6th Cycle (2023-2031) Housing Element update process has been underway <br />since March 2021 and is nearing completion. The Draft Housing Element has been <br />developed through a public participation process through which public comments, key <br />input provided by the Housing Commission and Planning Commission, and prior City <br />Council direction have been incorporated in the document. The California Department of <br />Housing and Community Development (HCD) is required to review and "certify" the <br />Housing Element as consistent with the statutory requirements of State housing <br />element law, and as part of that process will review and provide comments on the <br />Housing Element, which the City must satisfactorily address. The City submitted the <br />draft Housing Element to HCD on August 16, 2022, and received HCD's comment letter <br />on November 14, 2022. Staff has reviewed the comments and in response several <br />revisions to the document are proposed for which staff is seeking direction from the City <br />Council. <br />In addition to HCD's review, the City prepared a Draft Program Environmental Impact <br />Report pursuant to the California Environmental Quality Act (CEQA) to analyze the <br />potentially significant effects of implementing the Housing Element and development of <br />its various sites with housing. A traffic Level of Service (LOS) Assessment has also <br />been completed, evaluating the traffic impacts of the Housing Element since LOS is not <br />a topic analyzed under CEQA. Based on these additional inputs and several other <br />criteria (i.e., the initial site rankings, school impacts, HCD review, owner interest, and <br />public comments), staff suggests a narrowed site list that more closely aligns to the <br />City's Regional Housing Needs Allocation (RHNA), and upon which the City Council's <br />input is also sought. <br />RECOMMENDATION <br />Staff recommends the City Council review and provide direction on the 6t" Cycle <br />(2023-2031) Draft Housing Element Update modifications and the proposed rezone site <br />list for inclusion in the Housing Element. <br />Page 1 of 21 <br />
