The DER identifies significant and unavoidable impacts in both Transportation and <br />Utilities and Service Systems. In terms of Utilities and Service Systems, the significant <br />and unavoidable impact relates to projected water supply, due to the recently identified <br />PFAS concerns that have caused City wells to be taken offline, as the City has yet to <br />determine the most appropriate way to secure replacement water supply. It is important <br />to note that this is a conservative conclusion, and the City is confident that the current <br />supply issues will ultimately be able to be addressed, whether through working with <br />Zone 7, conservation approaches, or other strategies under review. New development <br />also provides the opportunity to integrate more efficient fixtures, water efficient <br />landscaping and other strategies required by the most recently adopted building codes, <br />thereby lessening overall new water demand. <br />The water supply is not site specific, as the RHNA unit requirement does not change <br />regardless of which sites are included (i.e., the impact is driven by the number of units <br />the City is required to zone for, to meet the RHNA). <br />However, regarding Transportation, the significant and unavoidable impact relates to <br />VMTs. Many of the potential sites for rezoning are located in areas which are expected <br />to generate a home-based VMT per resident above the relevant threshold of <br />significance. While almost all sites are above the level of significance (for both project - <br />level and cumulative), some sites have relatively better VMT per capita than others. For <br />example, Area 2 (Stoneridge Mall) and several of the sites in Hacienda have VMT per <br />capita only marginally above the threshold, whereas others are much more significantly <br />above the threshold. <br />Since this impact would be significant and unavoidable, sites which have relatively lower <br />VMTs are considered to be more favorable.
