FINANCIAL STATEMENT <br /> The total funding available for the Lighting Improvements for the Railroad Parking Lot <br /> Project, CIP No. 20462, is $200,000. The total anticipated expenditures are $200,000, <br /> including design, contingency and construction costs with JJ Construction and Design, <br /> Inc., materials costs for the work to be performed by the OSD staff, and the costs for the <br /> on-call street lighting contractor (see Attachment 1). <br /> BACKGROUND <br /> The parking lot between St Mary Street and Division Street, adjacent to the <br /> transportation corridor, was identified as a temporary parking lot in the Downtown <br /> Parking Strategy and Implementation Plan adopted by City Council on April 18, 2017. <br /> The plan identified the lot primarily for use by downtown business employees, but also <br /> as an overflow parking area for others during special events. The parking lot is <br /> comprised of a City-owned parcel of land (APN 94-125-7-1) and a portion of UPR's <br /> parcel of land (APN 094-125-7-2). The City's parcel is an extension of the Anderson <br /> Street right of way but has been undeveloped since the construction of the southern <br /> portion of Anderson Street in 1990. There are no plans to construct the northern portion <br /> of Anderson Street. In the past, the area has been used for temporary parking, primarily <br /> during the Alameda County Fair, as the Order of Demolay leased the western half of the <br /> parking area from UPR for Alameda County Fair event parking until May 2021 . In 2016, <br /> the City added gravel, striping and signage and promoted the use of the parking lot for <br /> downtown parking. <br /> In May 2022, UPR contacted the City about leasing the eastern 30 feet of its parcel, <br /> which is the western approximate half of the current St Mary Street parking lot. On July <br /> 19, 2022, City Council approved the lease agreement with Union Pacific Railroad that <br /> allows for the continued use of the western half of the parking lot and for the area to be <br /> improved. <br /> DISCUSSION <br /> The gravel parking lot accommodates a total of 41 parking stalls, including 20 stalls that <br /> are located on UPR's property. Lighting improvements within the parking lot and along <br /> St Mary Street have been recommended to improve safety and promote the use of the <br /> parking lot. Five decorative LED parking lot lights matching the style of the new <br /> Downtown Transportation Corridor will be installed. An additional two cobra head LED <br /> lights will be added to existing PG&E poles on St Mary Street between the parking lot <br /> and Peters Avenue to increase sidewalk lighting. <br /> The open lot has caused a nuisance issue of vehicles performing stunts within the lot. <br /> Wheel stops and striping will be added to narrow the open areas and create more <br /> defined parking areas to help reduce this issue and increase parking capacity. <br /> An eight-foot privacy fence will be completed along the east property line to address <br /> privacy concerns expressed by the property owners to the east (the property owner at <br /> 479 Division Street has already installed an eight-foot privacy fence). The project work <br /> will be constructed by JJ Construction and Operations Services Department (OSD) <br /> staff. JJ Construction will install the lighting and fencing, and regrade and compact the <br /> parking lot.
