December 20, 2022 Engineering TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD A CONSTRUCTION CONTRACT TO JJ CONSTRUCTION & DESIGN, INC. IN THE AMOUNT OF $118,000 FOR THE LIGHTING IMPROVEMENTS FOR THE RAILROAD (BETWEEN ST MARY STREET AND DIVISION STREET) PARKING LOT PROJECT, CIP NO. 20462 SUMMARY The gravel parking lot between St Mary Street and Division Street is promoted by the City and the Pleasanton Downtown Association for both downtown business employees and overflow parking during special events. The eastern side of the parking lot area is owned by the City, while the western 30 feet is owned by Union Pacific Railroad (UPR). Since the property line is not delineated, parking occurs on both properties. However, the parking area is thought to be under-utilized because it has no safety lighting. Recently, the City entered into a lease agreement with UPR to use its property for parking. The lease allows the City to improve the parking lot to make it a more attractive downtown parking option, including during nighttime hours. The project will improve the safety of the lot by installing decorative lighting, ADA-compliant parking stalls, fencing, and wheel stops. JJ Construction & Design, Inc. (JJ Construction) will install the lighting and fencing, and regrade and compact the parking lot. City staff will construct the parking stalls and wheel stops and maintain the striping of the lot in perpetuity. In addition, the project will install two additional lights on existing PG&E poles on St Mary Street to improve sidewalk lighting between the parking lot and Peters Avenue, utilizing the City's on-call street lighting contractor. Staff recommends award of the construction contract for $118,000 to the lowest responsible bidder, JJ Construction & Design, Inc., for the Lighting Improvements for the Railroad Parking Lot Project, CIP No. 20462. RECOMMENDATION 1. Approve the plans and specifications for this project, review the bids received, and award the construction contract to JJ Construction & Design, Inc. of Hayward, California, in the amount of$118,000 for the Lighting Improvements for the Railroad Parking Lot Project, CIP No. 20462. 2. Authorize the City Manager to enter into the construction contract with JJ Construction & Design, Inc. 3. Authorize the Director of Engineering to approve and execute project change orders for a not-to-exceed contingency amount of$19,495 (approximately 17 percent of the bid amount).
