8 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> December 20, 2022 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD A <br /> CONSTRUCTION CONTRACT TO JJ CONSTRUCTION & DESIGN, INC. IN <br /> THE AMOUNT OF $118,000 FOR THE LIGHTING IMPROVEMENTS FOR <br /> THE RAILROAD (BETWEEN ST MARY STREET AND DIVISION STREET) <br /> PARKING LOT PROJECT, CIP NO. 20462 <br /> SUMMARY <br /> The gravel parking lot between St Mary Street and Division Street is promoted by the <br /> City and the Pleasanton Downtown Association for both downtown business employees <br /> and overflow parking during special events. The eastern side of the parking lot area is <br /> owned by the City, while the western 30 feet is owned by Union Pacific Railroad (UPR). <br /> Since the property line is not delineated, parking occurs on both properties. However, <br /> the parking area is thought to be under-utilized because it has no safety lighting. <br /> Recently, the City entered into a lease agreement with UPR to use its property for <br /> parking. The lease allows the City to improve the parking lot to make it a more attractive <br /> downtown parking option, including during nighttime hours. The project will improve the <br /> safety of the lot by installing decorative lighting, ADA-compliant parking stalls, fencing, <br /> and wheel stops. JJ Construction & Design, Inc. (JJ Construction) will install the lighting <br /> and fencing, and regrade and compact the parking lot. City staff will construct the <br /> parking stalls and wheel stops and maintain the striping of the lot in perpetuity. In <br /> addition, the project will install two additional lights on existing PG&E poles on St Mary <br /> Street to improve sidewalk lighting between the parking lot and Peters Avenue, utilizing <br /> the City's on-call street lighting contractor. Staff recommends award of the construction <br /> contract for $118,000 to the lowest responsible bidder, JJ Construction & Design, Inc., <br /> for the Lighting Improvements for the Railroad Parking Lot Project, CIP No. 20462. <br /> RECOMMENDATION <br /> 1. Approve the plans and specifications for this project, review the bids received, and <br /> award the construction contract to JJ Construction & Design, Inc. of Hayward, <br /> California, in the amount of$118,000 for the Lighting Improvements for the Railroad <br /> Parking Lot Project, CIP No. 20462. <br /> 2. Authorize the City Manager to enter into the construction contract with JJ <br /> Construction & Design, Inc. <br /> 3. Authorize the Director of Engineering to approve and execute project change orders <br /> for a not-to-exceed contingency amount of$19,495 (approximately 17 percent of the <br /> bid amount). <br />
