and install and maintain the striping of the lot. In addition, the City's on-call street
lighting contractor will install the additional lights on existing PG&E poles.
Bids
Sealed bids for this project were opened on November 18, 2022. Four bids were
received, ranging from the low bid amount of$118,000 (from JJ Construction & Design,
Inc.) to $210,415 (see Attachment 2). The low bid is 9.5 percent lower than the
Engineer's Estimate of$130,375. Past work performed by JJ Construction & Design,
Inc. was verified to be satisfactory. Staff recommends awarding the construction
contract to the lowest bidder, JJ Construction & Design, Inc.
Budget
The project was designed under the City's on-call design contract with Pakpour
Consulting Group, Inc. for $19,085. The survey services of$23,000 are being provided
by Ruggeri-Jensen-Azar under the on-call contract and include the easement
documents for the UPR property and construction staking. Materials costs for the work
performed by OSD staff and the on-call street lighting contractor are estimated at
$20,000. A project contingency of$19,495 is recommended to address unforeseen but
necessary work for the project.
The total funding available for the Lighting Improvements for the Railroad Parking Lot
Project, CIP No. 20462, is $200,000. The total anticipated expenditures are $200,000,
including design, contingency, and the construction cost with JJ Construction and
Design, Inc., materials costs for the work to be performed by OSD staff, and the cost for
the on-call street lighting contractor (see Attachment 1).
Schedule
The parking lot light poles have a long lead time item after they are ordered.
Construction by JJ Construction is anticipated to begin following the light pole delivery in
March 2023 and is expected to take a month to complete. The ADA stalls will be
constructed in January 2023 by OSD staff. The parking lot is anticipated to be partially
open during construction but will require some days of full closure when access is
blocked for construction activities. OSD staff will coordinate installation of the cobra
head light on St Mary Street which will be completed at the same time the parking lot is
completed.
Submitted by: Fiscal Review: Approved by:
Stephen Kirkpatrick Susan Hsieh Ge Beaudin
Director of Engineering Director of Finance City Manager
Attachments:
1.
