• Prepare workshop materials. Management Partners will prepare a PowerPoint slide deck and <br /> workshop materials to aid in discussions. These will be provided to the City to be copied. <br /> • Prepare draft Strategic Plan. We have found it most useful to have a draft for the Council to <br /> use as a starting point. It will incorporate the input that they will have provided early in the <br /> process, along with input from the data gathering outlined in Activity 2 above. See Activity 5 <br /> for more details. <br /> During this workshop we will engage the Council and the executive team in a dialogue about the following <br /> items: <br /> • Discuss the community input received; <br /> ■ Discuss staff input from the employee survey, mid-manager input, gap analysis and <br /> environmental scan; <br /> • Finalize the vision, mission, and values; <br /> • Finalize several broad, multi-year goals and strategies for each broad goal; <br /> • Establish Council priorities for the first two years of the Strategic Plan; <br /> • Discuss how success will be measured for the Strategic Plan, along with reporting and <br /> accountability mechanisms; and <br /> • Discuss how the strategic plan will be rolled out to stakeholders. <br /> After this workshop, Management Partners will finalize the content for the Strategic Plan document. <br /> Activity 5 — Prepare Strategic Plan <br /> As noted above, following the workshop with the executive team (Activity 3), we will prepare the content <br /> for a draft Strategic Plan. We understand the City will have its designer create the Strategic Plan <br /> document using its design and branding guidelines. We will start the process early by framing an outline <br /> of the document to seek your approval on its structure, which can then go to the City's designer. We will <br /> also ask City staff for photos for the document. <br /> The elements of the Strategic Plan that may be included (which will be determined through consultation <br /> with you) are: <br /> ■ Background and context for the strategic plan, <br /> • Vision, mission, values; <br /> • Multi-year goals; <br /> ■ City Council priorities for the first two years of the plan; <br /> • Several strategies for each goal; <br /> • Implementation process: and <br /> • Tracking and reporting on the Strategic Plan. <br /> We will review the draft content and structure with you and make modifications based on your input. Once <br /> the content is approved, staff will provide it to the City's designer. <br /> Activity 6 — Provide Guidance for Implementation Action Plan <br /> Once the Strategic Plan is approved, our team will create a template for an Implementation Action Plan <br /> (IAP). Having a comprehensive Implementation Action Plan is the best way to ensure that the content of <br /> the Strategic Plan gets integrated into the work of Pleasanton and into future budgets. The <br /> Implementation Action Plan template will contain the following elements, subject to modification based on <br /> discussion with staff: <br /> • Key tasks, <br /> • Timeline (start and completion dates), <br /> • Resources needed and currently available (and sources), <br /> • Staff assigned (including a lead person), and <br /> • Milestones. <br /> We will place the goals and strategies into the template. We will also prepare guidelines for City staff to <br /> use in completing the details of the Implementation Action Plan. It should be considered a"living" <br /> Pa_z 12 of 15 <br />
