Objective Design Standards for Multifamily Housing in R-M, C-C, and M-U Zoning Districts <br />City of Pleasanton - 5 - December 14, 2022 - DRAFT <br /> <br /> <br /> <br />PART 1 <br />Introduction <br /> <br /> <br />A. PURPOSE <br />These Development Standards and Guidelines are to be used for evaluation of residential development <br />and mixed-use development including a residential component. For the purposes of these standards <br />Development shall be defined as multifamily development or mixed-use development containing a <br />residential component. <br />The following standards shall be applied to such development located within the 319-acre area designated <br />as the Downtown Specific Plan area, or on sites zoned for R-M or C-C District zoning outside of the <br />designated Downtown area. The following subsections define each standard as applicable to Downtown, <br />R-M or C-C zones outside of downtown, or both. <br />The Standards and Guidelines provide direction to developers and property owners on the key <br />components of site design, building massing, setbacks, architectural features, parking orientation, <br />access, and street character. <br />These Objective Development Standards and Guidelines shall not preempt relevant sections of the <br />Pleasanton Municipal Code as allowed by California State Law. <br />Note that objective design standards for residential development on sites outside of the Downtown <br />Specific Area and R-M zones, within sites designated for housing within the City’s Housing Element, are <br />set forth in a separate document, the “Objective Design Standards for Housing Sites” <br /> <br /> <br />B. VISION STATEMENT <br />The City of Pleasanton puts forward the following vision statement to complement the attached <br />development standards and design guidelines, and to articulate the City’s planning intent as the <br />standards and guidelines are implemented. <br />Vision Statement: <br />The quality and character of residential and multifamily development throughout the city is of utmost <br />importance to the community. The vision for new residential development created under these standards <br />and guidelines is for attractive, livable and high quality projects that are appropriately designed and <br />scaled, transition and integrate with existing residential and commercial development, and have a strong <br />pedestrian focus that connects to and addresses the public realm. With respect to projects in Downtown <br />Pleasanton, these standards and guidelines reflect the status of downtown as the heart of our city. Its <br />charming town center, historic neighborhoods, welcoming public places, and thriving businesses are the <br />pride of the community. Downtown Pleasanton’s traditional character and small-town ambiance will be <br />preserved and strengthened. Through thoughtful public and private investment, Downtown Pleasanton <br />will realize its full potential, offering a safe, livable, and vibrant experience for Pleasanton residents, <br />businesses, and visitors of all ages and backgrounds. <br />
