ODS “Crosswalk” <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends that the Planning Commission provide feedback on the draft objective <br />design standards (ODS) for the Housing Element Sites and R-M, C-C, and M-U District sites, <br />in preparation for adoption of the 6th Cycle Housing Element in January 2023. <br />EXECUTIVE SUMMARY <br />The City of Pleasanton is updating existing design guideline documents relevant to residential <br />development such that they provide objective standards, in response to recent changes in <br />State law that seek to streamline and increase housing production. These changes are <br />focused on making approval processes more routine and predictable for developers by <br />creating objective standards in lieu of more discretionary or subjective review procedures. The <br />objective standards enclosed with this agenda report are, in two separate documents, those <br />that apply to the Draft 6th Cycle Housing Element sites (and those that have been carried over <br />from the 4th Cycle Housing Element), and those that apply to multifamily or mixed-use <br />development in the R-M, C-C, and M-U Districts. <br /> <br />The Planning Commission reviewed draft changes to the existing 2012 Housing Design <br />Guidelines translated to ODS in September 2021. This agenda item includes an updated <br />version of these ODS, and a new set of ODS focused on smaller sites principally located <br />downtown (in the R-M, C-C, and M-U, District zoning) and a limited number of sites in other <br />areas of Pleasanton that have R-M District or C-C District zoning.
