DRAFT Redlines <br />Housing Element Section 4B <br />Goals, Policies, and Programs <br />Goal 1: Provide sufficient sites for housing development to accommodate <br />Pleasanton’s share of the regional housing need. <br /> <br />Policies <br />Policy 1.1 <br />The City will identify and re-zone sites as needed to allow for residential development, at <br />appropriate densities, to meet the assigned Regional Housing Needs Allocation (RHNA) of 5,965 <br />units for the 2023-2031 (6th Cycle) Housing Element Cycle. <br /> <br />Policy 1.2 <br />Maintain the amount of high-density residential acreage currently designated on the General Plan <br />Land Use Map that permits high-density housing and maintain land use designations for sites <br />rezoned to accommodate the 6th Cycle RHNA. <br /> <br />Policy 1.3 <br />Encourage residential and mixed-use projects to be designed at the maximum building height <br />permitted consistent with standards to be adopted in the Objective Design Standards as <br />referenced in Program 6.1. However, in the downtown, multi-family residential building height <br />should be consistent with the requirements of the Downtown Specific Plan and the Downtown <br />Design Guidelines. <br /> <br />Policy 1.4 <br />Support the development of sites designated for residential uses, particularly sites zoned for <br />higher density and lower- and moderate-income housing. Actively pursue partnerships and other <br />opportunities for the development of projects with a high proportion of affordable housing units on <br />these sites. <br /> <br />Policy 1.5 <br />For phased residential developments, ensure that the majority of units affordable to very low- and <br />low-income households are not postponed until the final stages of development. <br />
