Public Comments <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission review and provide feedback on the 6th <br />Cycle (2023-2031) Draft Housing Element Update modifications and the proposed <br />rezone site list for inclusion in the Housing Element <br /> <br />EXECUTIVE SUMMARY <br />The City’s 6th Cycle (2023-2031) Housing Element update process has been underway <br />since March 2021 and is nearing completion. The Draft Housing Element has been <br />formed through a public participation process. Throughout the process, public <br />comments, key input has been provided by the Housing Commission and Planning <br />Commission, and City Council direction City Council, has been incorporated in the <br />document. The California Department of Housing and Community Development (HCD) <br />is required to review and “certify” the Housing Element as consistent with the statutory <br />requirements of State housing element law, and as part of that process w ill review and <br />provide comments on the Housing Element, which the City must satisfactorily address. <br />The City submitted the draft Housing Element to HCD on August 16, 2022 and received <br />HCD’s comment letter on November 14, 2022. Staff has reviewed the commen ts and <br />several revisions to the document are proposed in response, upon which staff is <br />seeking input from the Planning Commission. <br /> <br />In addition to HCD’s review, the City prepared a Draft Program Environmental Impact <br />Report pursuant to the California Environmental Quality Act (CEQA) to analyze the <br />potentially significant effects of implementing the Housing Element and development of
