FINANCIAL STATEMENT <br /> Approval of this action provides ongoing City transportation-specific funding to LAVTA, <br /> draws down the Measure BB reserve fund, and allows the City to operate Pleasanton <br /> Rides without a General Fund subsidy. The Measure BB reserve fund (45250356) is <br /> estimated to be at approximately $277,000 by the end of Fiscal Year 2024/25. Once <br /> the City Council has approved the Memorandum of Understanding, staff will come back <br /> for budget adjustments to reflect the reappropriation of funds to LAVTA. <br /> BACKGROUND <br /> In 2017, LAVTA and the Pleasanton Paratransit Program (Pleasanton Rides) engaged <br /> Nelson Nygaard, an industry leader in transportation planning, to explore the <br /> effectiveness of the current organization, management, and delivery of paratransit <br /> services in the Tri-Valley and prepare recommendations for service improvements. <br /> Paratransit services are provided for seniors and people with disabilities. Both LAVTA <br /> and Pleasanton Rides provide paratransit services to Pleasanton residents. <br /> The first recommendation from the study was to transfer ADA ridership from Pleasanton <br /> Rides to LAVTA, with a sub-recommendation to operate Pleasanton Rides as a senior <br /> transportation service for older adults, utilizing a contractor instead of City staff. <br /> At the December 1, 2020, City Council meeting a contract was awarded to Black Tie <br /> Transportation to operate Pleasanton Rides; Black Tie began operations February 1, <br /> 2021. As experts in transportation services, this contract has significantly improved the <br /> Pleasanton Rides program. The contract was awarded with the understanding that it <br /> would solely provide senior citizen transportation services; however, Pleasanton Rides <br /> still has some ADA riders being accommodated by Black Tie. <br /> LAVTA currently provides the majority of ADA transportation for Pleasanton, and it does <br /> not receive funding from the City for this service. City staff contacted Nelson Nygaard to <br /> assist in developing a funding formula for LAVTA to take the ADA ridership from <br /> Pleasanton. <br /> Currently, the City of Pleasanton receives transportation funding from MBB and MTC <br /> TDA 4.5 funds for both paratransit (senior riders) and ADA services. Pleasanton MTC <br /> TDA 4.5 funds have been allocated for ADA ridership purposes, so those should be <br /> relinquished by the City back to the MTC so LAVTA can directly receive the funds. <br /> However, the City desires to also develop a funding formula for Measure BB revenue <br /> sharing as providing just City MTC TDA 4.5 funds to LAVTA is a limited funding source. <br /> LAVTA already receives Measure BB funds on behalf of both Livermore and Dublin, <br /> which do not operate their own transit programs. Pleasanton will still need to retain a <br /> portion of Measure BB funds for the Pleasanton Rides program. <br /> LAVTA provides ADA transportation services to approximately 316 Pleasanton <br /> residents, resulting in 4,802 annual trips. This number is expected to increase over the <br /> next several years, rising to 8,239 annual trips in 2024. LAVTA estimates the cost to <br /> Page 2 of 5 <br />
