13 <br /> THE CITY OF <br /> - � •Hi gra = CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> December 6, 2022 <br /> Library and Recreation <br /> TITLE: APPROVE MEMORANDUM OF UNDERSTANDING WITH LIVERMORE <br /> AMADOR VALLEY TRANSIT AUTHORITY (LAVTA) RELINQUISHING THE <br /> ANNUAL CITY ALLOCATION OF METROPOLITAN TRANSPORATION <br /> COMMISSION — TRANSPORTATION DEVELOPMENT ACT 4.5 FUNDS AND <br /> AN ANNUAL PERCENTAGE OF ALAMEDA COUNTY TRANSPORTATION <br /> COMMISSION — MEASURE BB FUNDS IN ORDER TO TRANSFER THE <br /> OPERATION OF AMERICANS WITH DISABILITY ACT TRANSPORATION <br /> SERVICES FROM PLEASANTON TO LAVTA <br /> SUMMARY <br /> Assessment of Paratransit Services was identified as a City Council Priority in March <br /> 2017. The City of Pleasanton (City), in collaboration with the Livermore Amador Valley <br /> Transit Authority (LAVTA), launched a comprehensive study of paratransit services <br /> called Mobility Forward: Tri-Valley Paratransit Study. The goals of the study were to <br /> continue to meet paratransit needs of Tri-Valley residents, identify opportunities for <br /> greater partnership and efficiencies between the City and LAVTA, and/or identify <br /> opportunities for consolidation or re-organization of paratransit services in the Tri-Valley. <br /> The study evaluated current service delivery and determined how to best meet <br /> residents' needs. A final report of the study was adopted by City Council in 2019. <br /> This agenda report addresses one of the four final report recommendations: Transfer <br /> Americans with Disability Act (ADA) services from the City to LAVTA. As outlined in the <br /> report, there is an annual cost associated with this transfer. To provide qualified <br /> Pleasanton residents with transportation, the City receives Metropolitan Transportation <br /> Commission-Transportation Development Act 4.5 (MTC TDA 4.5) funds and Alameda <br /> County Transportation Commission Measure BB (MBB) funds. The City intends to <br /> transfer Pleasanton ADA riders and a portion of these transportation-specific funds to <br /> LAVTA. As recommended by the study, this action will enable Pleasanton Rides to <br /> operate exclusively as a senior citizen transportation program. <br /> RECOMMENDATION <br /> Approve a memorandum of understanding with Livermore Amador Valley Transit <br /> Authority relinquishing the annual City allocation of Metropolitan Transportation <br /> Commission — Transportation Development Act 4.5 funds and an annual percentage of <br /> Alameda County Transportation Commission — Measure BB funds in order to transfer <br /> the operation of Americans with Disability Act transportation services from Pleasanton <br /> to LAVTA. <br /> Page 1 of 5 <br />
