Box 520 1 123 Main St., Pleasanton, CA 94566 <br /> nu. i u <br /> PLEASANTON, <br /> It is recommended that PPS operate exclusively as a senior transportation program for the City of Pleasanton (and Sunol, <br /> if desired), and that LAVTA expand its paratransit services to incorporate the needs of current PPS ADA-eligible clients. <br /> There are two primary reasons for the recommended course of action: <br /> - The service currently provided by PPS to ADA-eligible clients does not fully meet the requirements of the ADA in <br /> a number of instances, as described below. <br /> - Eliminating the ADA paratransit obligations would allow PPS to return to its core mission of serving senior <br /> residents. Depending on the funding made available by the City of Pleasanton for this service, this strategy may <br /> also enable PPS to provide more trips to older adults, resulting in a lower cost per trip. <br /> There are numerous ways in which the current service does not fully meet the ADA requirements.These include: <br /> • Tracking and reporting of ADA and non-ADA trips <br /> • A variety of service policies that essentially result in trip denials, including trip time negotiations outside the <br /> one-hour allowable limit <br /> • Prioritizing medical trips <br /> • Prohibiting the use of scooters <br /> • Requiring seatbelts <br /> If LAVTA assumes the full ADA obligation as recommended, the distinctions between the two programs should be clearly <br /> stated, with an ADA level of service offered at LAVTA,and a senior paratransit program provided at PPS that does not <br /> need to meet ADA requirements(a non-ADA program has much greater latitude in setting policies and service <br /> parameters).
