General Fund for the City's share of contribution so funding will be available in the <br /> upcoming budget cycle. <br /> BACKGROUND <br /> Goal A.3. of the Library and Recreation Department Strategic Plan states, "Identify and <br /> enhance programming to encourage exploration, intellectual curiosity, and life <br /> literacies." Designing and purchasing a mobile vehicle for library and recreation services <br /> is an identified outcome. <br /> Research on this project started in early 2018, when staff attended the Public Library <br /> Association conference. At this conference, staff heard about MakMo, the Los Angeles <br /> County Library mobile makerspace delivery system and began to seek out other cities <br /> with mobile vehicles. Staff reached out to the City of Corona and learned about "Hans" <br /> its first Library and Recreation Services mobile outreach van. The City of Mountain View <br /> shared lessons learned from its bookmobile. The common regret of several agencies <br /> was not selecting a larger vehicle. After talking with these cities, staff focused interest <br /> on the larger-sized City of Santa Clara Library bookmobile. In late 2018, staff met with <br /> Santa Clara Library staff and experienced the bookmobile in action at the Santa Clara <br /> Senior Center. As well, City of Santa Clara Library staff provided information about the <br /> overall management of a mobile vehicle, important considerations and <br /> recommendations. <br /> The City used these agencies and their best practices as models in the grant-writing <br /> process. In January of 2022, the California State Library awarded the Stronger <br /> Together: Improving Library Access grant to the City in the amount of$175,000. The <br /> goal of the California State Library grant is to help libraries eliminate barriers and <br /> implement new ways to bring literacy, technology, and other services to those who face <br /> challenges visiting their local public library. To receive these grant funds, staff <br /> developed a program plan, attended the Association of Bookmobile and Outreach <br /> Services conference, and conferred with the Operations Services Department. <br /> In the next stage of planning, the City contracted with a specialty vehicle consultant, <br /> Specialty Vehicle Services LLC, with the intent of securing a high-quality vehicle to be <br /> shared across the Pleasanton community for years to come. The professional mobile <br /> vehicle design consultant provides expertise in developing similar vehicles, knowledge <br /> of the latest mobile vehicle technologies, guidance on vehicle type/features/floorplans, <br /> preparation of bid specifications, and future oversight of the custom mobile vehicle <br /> manufacturer throughout the vehicle build process including the final inspection prior to <br /> delivery. <br /> DISCUSSION <br /> A Request for Proposals for a mobile vehicle design and procurement was distributed <br /> on September 1, 2022, and subsequently closed on September 30, 2022. One vendor, <br /> Farber Specialty Vehicles, submitted a proposal. In today's business climate, a single <br /> RFP response for a customized manufacturing service is typical. City and Specialty <br /> Vehicle Services staff evaluated the bid; the proposal was assessed for completeness <br /> Page 2 of 3 <br />
