Page <br /> Final Scope of Work for Environmental Regulatory Compliance& 5 of 14 <br /> Habitat Mitigation Services for Stream Maintenance Project <br /> October 2022 <br /> monitor for permit and MMRP compliance, and collaborate to prevent any avoidable issues. <br /> Daily reporting will consist of a summary of work and monitoring activities sent via email, or <br /> Daily Monitoring Reports(DMRs) completed using ESRI's Survey123 software/mobile app. In the <br /> event of any special-status species observation or stop work issuance,the Biological Monitor <br /> and Sequoia will work with the City to ensure that any requisite reporting is completed within <br /> the appropriate timeline.We are always prepared to act appropriately if a protected species is <br /> found on site and are flexible and communicative with crews when a sensitive species' presence <br /> may impact the pace of work.At the end of each construction season, Sequoia will prepare an <br /> annual summary compliance report for the City to submit to the agencies, per the SAA and <br /> WQC. <br /> Field effort for as-needed monitoring:All services are for full days (8.5 hours/day including <br /> reporting). Daily reporting for as-needed monitoring will be performed on site, as possible.Ten <br /> (10) days of monitoring will be performed per year, or 50 days total over Project term.The level <br /> of effort for as-needed monitoring was developed based on the activity estimates and work <br /> sequences provided by the City, as well as work durations for silt/rock/debris removal,tule <br /> removal, and mowing/weed abatement as cited in permits, and single day durations for tree <br /> pruning and trash removal. <br /> Fewer or additional days for as-needed monitoring and/or biological surveys may be performed <br /> depending on resources found on site and actual work schedule.The City will be billed at Time <br /> and Materials only for the actual monitoring and biological survey effort performed in a given <br /> year. If additional monitoring or surveys are needed beyond the amount specified above, <br /> Sequoia will perform the work at a T&M basis using the 15%contingency budget. <br /> 3.3 Biological Surveys <br /> If work will occur during nesting season (February 1 to August 31), a Sequoia QB will perform a <br /> pre-construction nesting bird survey within 14 days and no more than 30 days prior to work <br /> commencing, in compliance with SAA AMM 2.8 and MM B10-3a.The QB will perform a focused <br /> survey for active bird nests within the work site and within a zone of influence. Following the <br /> survey, the QB shall prepare a memorandum-style report for approval by the City and <br /> transmittal to CDFW. If active nests are found during the survey, Sequoia will monitor the nest in <br /> accordance with the SAA and provide photos, a map, and suggested avoidance measures and <br /> recommended no-disturbance buffer specific to individual nest conditions observed on site. <br /> Based on RFP Attachment VI, a nesting bird survey will be required at every Project Site prior to <br /> maintenance activities. <br /> For applicable sites, a Sequoia QB shall perform a pre-construction survey for wildlife and plants <br /> no more than 7 days prior to the start of ground-or vegetation-disturbing activities pursuant to <br /> SAA AMM 2.6 or as otherwise specified by MMRP Mitigation Measures (MM) and described in <br /> detail in the table below.Sequoia understands that survey requirements and timing vary <br /> between species and will to the furthest extent possible conduct pre-construction surveys, <br />
