ENVIRONMENTAL SURVEYS, MONITORING, AND STAFF TRAINING <br /> Sequoia's CDFW-approved qualified biologists and monitors will perform biological surveys and as- <br /> needed monitoring annually as-necessary, including nesting bird surveys, monitoring of raptor nests, <br /> and plant/vegetation surveys/monitoring, as specified in Section 2.5 of the SAA.As an added value/cost- <br /> savings measure, Sequoia has waived all travel costs for Task 3.The level of effort for this task has been <br /> refined based on information and work sequencing provided by the City. Work under this task includes: <br /> 3.1 Photo-Documentation Point Monitoring <br /> Sequoia will establish required photo-documentation points/post-SMP photo-documentation <br /> for locations with designated in-water work. In accordance with the HMMP and Project permits <br /> (SAA, WQC), Sequoia will develop a photo documentation plan and map. Prior to the start of <br /> construction in Year 1, a minimum of 32 photo documentation points will be established at <br /> Project sites where in-stream work will be conducted within jurisdictional waters.The points <br /> shall be used to track the condition, stability, and re-vegetation at each Project sites pre-and <br /> post-construction as well as establishment of native species at the Riparian Enhancement Area <br /> and successful control of invasive species at the Invasive Species Management Area.The <br /> location and direction of each photo documentation point shall be recorded and mapped using <br /> ArcGIS Online technology and will be included in annual maintenance (per WQC) and mitigation <br /> monitoring reports. <br /> Field effort for photo documentation point monitoring: Includes one (1) 10-hour field event for <br /> initial photo documentation point establishment prior to SMP initiation in 2022 and a second <br /> event in 2023. Photo point monitoring will occur annually thereafter per permit conditions, <br /> concurrently with Habitat Mitigation Monitoring (Task 5) starting in 2024 (monitoring Year 1). <br /> The draft photo documentation map (Year 1) is subject to one (1) round of review and edits <br /> from the City to select and refine the final photo point locations and/or direction. A photo <br /> monitoring log will be included in the annual maintenance and monitoring reports. <br /> 3.2 As-Needed Monitoring <br /> Sequoia will perform as-needed biological monitoring during maintenance activities.The need <br /> for biological monitoring will be determined based on which Project Sites are being worked that <br /> year(i.e., the annual work schedule), planned maintenance activities, permit requirements (SAA <br /> Measures 2.6.1, 2.8, and 2.9), and pre-construction survey results. Per the SAA,full-time <br /> biological monitoring will generally not be needed unless driven by a specific resource concern, <br /> work activity,or work occurring at a Project Site with known potential to support special-status <br /> species (sites C06, C14, P02, P06). Once maintenance activities begin, the Sequoia QB or BM will <br /> coordinate with maintenance crews directly to perform daily pre-activity clearance surveys, <br />
