Interim City Manager Dolan reported the Lions Wayside and Delucchi Parks project has been on the <br /> priority list for the longest time but noted the unforeseen challenges presented by the creek. He advised <br /> other projects in the recreation section including the Bernal Community Farm, Skatepark, All-Abilities <br /> Playground, and Cricket Pitch. He noted there have been many outstanding issues with the Bernal <br /> Community Farm coming to a Memorandum of Understanding (MOU) with the Master Gardeners. <br /> Interim City Manager Dolan reported the facility and infrastructure projects include Century House, <br /> West Las Positas Boulevard improvements, roof repairs for the Pleasanton Library, improved lighting <br /> and fire control panel for the Library, and the Nevada Street streetscape. He advised the fire control <br /> panel could be deferred but will need replacement soon. <br /> Interim City Manager Dolan reported all the projects add up to about $87 million while the City only <br /> anticipates having $9 million to add to the CIP Reserves. He explained the City can get one thing from <br /> the list done in the short term. He also requested deciding the project of second-most priority so staff <br /> can have it ready to go when funds permit. <br /> In response to Councilmember Narum, Director of Engineering Steve Kirkpatrick reported the City has <br /> had five projects on West Las Positas Boulevard since 2010 to fix the worst segments for $800,000. He <br /> advised there has been $300,000 worth of work done to the water line under the street during this time. <br /> He clarified the work done six months ago was a temporary repair done for $200,000 and noted <br /> manholes are causing issues. He reported a geotechnical study is underway and preliminary reports <br /> show the cause of the manhole issue is the shrinking surface soil around the manholes. He reported <br /> Operations Services has also done street work filling potholes and other issues. <br /> In response to Councilmember Testa, Traffic Engineer Mike Tassano reported the City has been <br /> searching for grant funding, including a proposal for $10 million currently being prepared for a United <br /> States Department of Transportation Rebuilding American Infrastructure with Sustainability and Equity <br /> (RAISE) Grant. He cautioned these grants also have a local-match component between 15-25%. He <br /> clarified the $7 million reflects the scenario where the City is unsuccessful in its grant funding attempts. <br /> In response to Mayor Brown, Traffic Engineer Tassano confirmed Measure B is closed so it will only be <br /> Measure BB moving forward. <br /> Councilmember Testa noted there should be a distinction between infrastructure projects and <br /> community benefit projects. She advised the Century House should be on the community benefits list. <br /> In response to Councilmember Testa, Director Kirkpatrick clarified some of these projects are <br /> considered for the Repair and Replace Fund, but the shortfall would have to come from the CIP <br /> Reserves. <br /> In response to Mayor Brown, Director Kirkpatrick confirmed the library roof is an example of a project <br /> where the estimates grew after design with more replacements than expected. He added this project <br /> must be done in phases to be able to keep the library open during construction. <br /> In response to Councilmember Testa, Interim City Manager Dolan clarified the $500,000 for the near- <br /> term cricket solution would come out of the CIP reserves. He confirmed the Council would have to <br /> dedicate a portion of the reserves to the cricket pitch to get the project going. <br /> In response to Councilmember Testa, Interim City Manager Dolan clarified the Master Gardeners <br /> wanted access to the Bernal Community Farm to start preparing the soil. He advised the MOU <br /> discussions started shortly after the request was made and are still ongoing. He clarified the Master <br /> Gardeners starting the soil work is practically free, but it is Phase 1 which would cost $2.5 million.
