In response to Councilmember Testa, Interim City Manager Dolan confirmed the Pleasanton <br /> Community Garden is active. He clarified the Bernal Community Farm would supplement the <br /> Community Garden because the current garden has a lengthy waiting list. <br /> In response to Councilmember Arkin, Interim City Manager Dolan clarified most of the anticipated <br /> Fiscal Year 2021-22 surplus of $7 million would be available in the CIP Reserve Fund. He confirmed <br /> the $7 million is already included in what they are discussing tonight. He clarified staff expects there will <br /> be up to $9 million in the CIP Reserve Fund to be allocated at the Council's discretion. He confirmed <br /> staff does not expect to have more than the $9 million available. He reported staff will also be looking <br /> for additional funding sources such as grants. <br /> In response to Councilmember Balch, Interim City Manager Dolan clarified the Rainy Day Fund exists <br /> for revenue shortfalls. He advised a third of the Rainy Day Fund will have to be used to balance the FY <br /> 21-22 budget. <br /> In response to Councilmember Balch, Director Kirkpatrick reported the Fire Marshall reported the <br /> library's panel is old and needs replacement. He advised the library's lighting is a proprietary energy- <br /> conservation system that is no longer serviced and needs replacement but confirmed the library can <br /> still operate. He explained water has collected and intruded into several areas of the library's roof. He <br /> reported structural sheeting will need to be replaced. He confirmed the issues will get worse over time. <br /> In response to Mayor Brown, Director Murphy clarified for the skatepark, staff was measuring the <br /> distance to the bathrooms by the softball snack stand and not the all-abilities playground. Landscape <br /> Architect Gruber confirmed it is an eighth of a mile from the skatepark to the softball field and a quarter <br /> of a mile to the restrooms. <br /> Mayor Brown advised the City could get by with $500,000 for the near-term cricket pitch at Ken Mercer <br /> Sports Park. She expressed concern regarding water dripping on library books, especially when mixed <br /> with electrical issues. <br /> Mayor Brown opened the public hearing. <br /> Sharon Piekarski noted she would love to see all the projects completed but West Las Positas <br /> Boulevard stands out as being critical as a safety issue for bicyclists and drivers alike. She noted many <br /> bicycle collisions in the City involve children with the majority being the motorist's fault and making <br /> West Las Positas Boulevard more bicycle-friendly can help with the City's Climate Action Plan (CAP) <br /> 2.0 goals. She stated none of the other projects address safety which is the most fundamental purpose <br /> of a government. <br /> Lou Astbury advised there are many great recreational projects on the list but noted the Bernal <br /> Community Farm would also have the support of the Master Gardeners for maintenance. He added the <br /> project received a very high importance rating in the latest community survey. He added the project <br /> also has an educational component in addition to the recreational opportunity and can help the City <br /> achieve its CAP 2.0 goals through learning about sustainability. <br /> Frank Samuel McPherson, Bay Area Director for the University of California's Cooperative Expansion, <br /> stated there are no additional edits needed for the MOU with the Master Gardeners. He explained <br /> Bernal Community Farm would also serve as an educational garden. He advised it would support CAP <br /> 2.0 through its efficient design, composting, and several other areas. <br /> Andre Pegeron noted all the projects are worth funding but the improvements on West Las Positas <br /> Boulevard are the most important. He reported he and his children avoid bicycling on the street for <br /> safety. He noted if safety is one of the City Council's priorities, they can do no better than this and <br /> City Council Minutes Page 15 of 18 April 12,2022 <br />
