Councilmember Arkin advised there is a benefit to spreading out community amenities around the City
and noted Staples Ranch would help achieve this. She noted the cost is not significantly different from
just building the field itself. She noted she brought up the idea of issuing bonds earlier tonight and will
again as a funding source. She advised recycled water also makes Staples Ranch a better option.
Councilmember Narum expressed support for exploring the Staples Ranch option.
Councilmember Testa expressed agreement with Councilmembers Arkin and Balch in a perfect world
with unlimited funding but does not think Staples Ranch is realistic.
Councilmember Balch agreed Staples Ranch is a higher mountain to climb but wants to see staff do the
evaluation.
Mayor Brown amended her second to explore both sites.
Councilmember Testa advised Bernal is the most logical and noted while Staples Ranch would be
great, she does not think it is realistic. She amended her motion.
In response to Councilmember Balch, the dais confirmed the phrase "long-term" is partly about finding
a place for a 240-foot radius pitch.
In response to Mayor Brown, Assistant Director Crose confirmed staff understands the motion.
MOTION: It was m/s by Testa/Brown to explore Bernal Community Park and Staples Ranch as
long-term solutions for a cricket pitch. Review and approve the location of pickleball courts at Muirwood Community Park as part of the
Court Resurfacing Project, CIP No. 22744
Landscape Architect Gruber reported the pickleball courts at Muirwood Community Park are the only
project to be discussed tonight not requiring funding. He advised there is support from the Muirwood
neighborhood for pickleball courts.
Landscape Architect Gruber reported the pickleball project would be combined with a project to
resurface the existing tennis courts and basketball court. He explained staff is asking to convert two of
the park's four tennis courts into a total of six pickleball courts. He discussed the sport of pickleball
which is growing in popularity among all age groups, including senior citizens.
Landscape Architect Gruber discussed a variety of options explored by staff before settling on
Muirwood as the best site for pickleball courts. He reported the City has received a $227,000 grant
under Proposition 68 to fund the conversion which can likely fund the project in conjunction with the
budgeted $250,000 court resurfacing project. He reported the Parks and Recreation Commission also
recommended Muirwood as a site. He detailed the City's subsequent public outreach and its positive
feedback. He requested the Council's approval of the pickleball court conversion.
In response to Mayor Brown, Landscape Architect Gruber advised the easternmost tennis courts were
selected because pickleball is a noisier sport and that end of the park is closer to the freeway.
City Council Minutes Page 12 of 18 April 12, 2022
