Councilmember Balch stated the City and PUSD could work together to get the Donlon field improved
and co-utilize it for both during and after school windows.
Councilmember Arkin removed the long-term component of her motion. She advised PUSD owns
Donlon so it is going to take time and most likely would not become an option.
Councilmember Narum requested a friendly amendment to send the Ken Mercer Sports Park
component back to the Sports Council.
In response to Councilmember Arkin, Assistant Director Crose clarified staff would take the matter to
the Parks and Recreation Commission. She stated the Sports Council would provide feedback but
advised they are not a governing body.
In response to Councilmember Balch, Interim City Manager Dolan stated he would be happy to ask
PUSD about the possibility of using the Donlon field as an option for a cricket pitch.
Councilmember Arkin amended her motion. Councilmember Testa seconded the motion.
Mayor Brown stated she would still ask for Bernal as a long-term solution and stated she may not be
able to support the motion without its inclusion.
Councilmember Arkin confirmed the motion calls to remove Muirwood Community Park as an option,
have staff research the Ken Mercer Sports Park options of the football and softball fields, and bring the
two options back to the Sports Council, community, and the Parks and Recreation Commission for a
recommendation for Council consideration.
In response to Councilmember Balch, Councilmember Arkin confirmed her motion would leave the
long-term solution up to a vote later.
Councilmember Testa stated she agrees with the motion and maintains her second.
Mayor Brown stated she agrees only if they come back to a long-term solution because she wants a
place for high school students to play. She noted they cannot know if the Ken Mercer Sports Park
neighbors will object to adding a cricket pitch. She encouraged starting the long-term discussion.
MOTION: It was m/s by Arkin/Testa to direct staff to remove Muirwood Community Park from
consideration for a cricket pitch, and research options of adding a near-term solution cricket pitch
at Ken Mercer Sports Park either on the current football fields or softball field, in consultation with
the Sports Council, community, and Parks and Recreation Commission. Motion passed by the
following vote:
Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown
Noes: None
Absent: None
Councilmember Testa moved to explore Bernal Community Park as a long-term solution for a cricket
pitch. She stated it could likely be completed both quicker and cheaper at Bernal than Staples Ranch.
Mayor Brown seconded the motion.
Councilmember Balch stated he would support the motion so the matter is explored but noted the City
should look at recycled water for the five-acre field and pointed out that Bernal does not have recycled
water. He advised Staples Ranch offers recycled water.
Mayor Brown noted there are water uncertainties at Staples Ranch as well.
City Council Minutes Page 11 of 18 April 12, 2022
