Exhibit A <br /> Scope of Work <br /> — New City wells(with or without PFAS treatment depending on location) <br /> — Contracting with Zone 7 to pump groundwater on City's behalf <br /> • Alternatives that do not continue to utilize City's groundwater quota, e.g.: <br /> — 100 percent water purchases from Zone 7 <br /> — Water purchases outside of Zone 7 <br /> Each variation or subdivision (e.g., number of wells, capacity) will be considered as a separate <br /> alternative. <br /> BC will orchestrate up to two workshops with City staff to screen and select alternatives for detailed <br /> evaluation and identify agency partners for the selected alternatives, including strategy for <br /> engagement. BC will orchestrate up to one meeting with agency partners to review initial <br /> alternatives. <br /> Task 3 Assumptions <br /> • Up to seven alternatives (including subdivisions or variations) will be selected for evaluation in <br /> Task 4.The selected alternatives will be confirmed by City staff during the Task 3 workshops. <br /> • Workshops will be held via Microsoft Teams, up to two hours in duration, and attended by up to <br /> three BC staff. <br /> • Meeting with agency partners will be held via Microsoft Teams, up to 90 minutes in duration, <br /> and attended by up to two BC staff. City staff will coordinate scheduling with agency partners. <br /> 4. Alternatives Evaluation <br /> 4.1. Evaluation Criteria. BC will orchestrate a workshop with City staff to develop a list of criteria for <br /> evaluating the water supply alternatives from Task 3 and discuss relative weightings. Up to <br /> seven criteria will be used to evaluate alternatives. Criteria may include: <br /> — Cost(capital and annual) <br /> — Water supply reliability(annual and peaking/emergency; redundancy;diversification) <br /> — Regulatory compliance (current and future) <br /> — Operational complexity <br /> — Water supply administration <br /> — Implementation <br /> — Other(to be confirmed through discussion with the City) <br /> 4.2.Alternatives Analysis. Evaluate selected alternatives from Task 3 using the evaluation criteria <br /> from Task 4.1.Analysis will be performed using BC's Excel-based multi-criteria decision analysis <br /> (MCDA)tool to compare relative benefits of different alternatives and will include a sensitivity <br /> analysis to demonstrate how results are sensitive to different criteria weightings.The evaluation <br /> will consider preliminary cost of each alternative, estimated to a Class 5 level (AACC). <br /> BC will orchestrate a workshop with City staff to present and discuss draft findings from the <br /> alternatives evaluation. City feedback will be incorporated into the final alternative <br /> recommendation (Task 5). <br /> This task also includes technical analyses that may be needed to support the alternatives <br /> evaluation,such as analyzing Zone 7's groundwater models or City-provided data in order to <br /> assign criteria scores for certain alternatives.The type of analysis will depend on the selected <br /> 3 <br />
