BACKGROUND <br /> The existing, partially covered 25-yard shooting range was constructed in 1992 with six <br /> fixed-firing-line lanes which accommodated pistol use only. The shooting range building <br /> contains support rooms which include a classroom, an office, two storerooms and a <br /> bathroom. The original metal trap for the range was removed and replaced with a sand <br /> trap and rubber bullet stop blocks. However, the use of a sand trap caused dust to build <br /> up in the facility and required training to be paused to allow the dust to settle as there is <br /> no mechanical ventilation. The target system is no longer functional, and the lighting <br /> system only partially works which limited the time the range could be used. As well, <br /> when the range was in use, noise complaints from the neighboring areas were received. <br /> Due to noted deficiencies in the bullet trap system, the Pleasanton Police Department's <br /> shooting range was closed in February 2020 and cannot be used until improvements <br /> are completed. Prior to closure, the shooting range was used for qualifications and <br /> training for all sworn Police Department members and the regional tactical team. Since <br /> the closure of the facility, training has been conducted at local ranges in the Tri-Valley <br /> area, when available, but staff has had to also use ranges in Fairfield and Fremont. <br /> Some training has been deferred and required re-certifications have been delayed due <br /> to the limited availability of ranges. The annual cost for the range rentals has been <br /> $9,500 and the estimated additional overtime cost for travel is approximately $50,000. <br /> A request for proposal was developed in June 2022 to find a specialty consultant to aid <br /> in the development of plans, specifications and estimates to return the range to service. <br /> A facility walk-through was conducted on July 12, 2022, with prospective consultants <br /> and equipment vendors. Two proposals were received July 22, 2022. Following an oral <br /> interview on August 18, 2022, Gillis + Panichapan Architects, Inc. was determined to be <br /> the most qualified and experienced consultant. <br /> DISCUSSION <br /> Staff has negotiated the scope of work with Gillis + Panichapan Architects, Inc. which <br /> will design the necessary improvements to re-open the range as well as the three <br /> conceptual designs and the preliminary cost estimates to meet additional training needs <br /> of the police department as funding becomes available. The existing range was <br /> designed for fixed pistol-firing positions and the existing metal cladding on the walls and <br /> overhead baffles are only rated for pistols. The department has a need for rifle training <br /> and short-range rifle practice, and training could be supported at the facility. Tactical <br /> firearms training is becoming more common and could be supported at the facility with <br /> additional improvements.
