investigations. The CSI vehicle will include evidence processing area, restroom and a <br /> power generator. Dedicated CSI vehicles are becoming more common in law <br /> enforcement as the collection and processing of evidence becomes more technical in <br /> nature. The Alameda County cities of Berkely, Fremont, Hayward, Livermore, Newark, <br /> Oakland and Union City have dedicated CSI vehicles. <br /> During major investigations, specialized evidence processing tools are required. This <br /> equipment is not stored in patrol vehicles and must be brought to the scene. The crime <br /> scene investigation vehicle will store and transport this equipment to an incident when <br /> needed. <br /> Evidence collection procedures include documentation, packaging and inventory of <br /> evidence for later examination and courtroom presentation. Best practices are to <br /> process evidence prior to transporting and in a location not exposed to weather <br /> elements. During major investigations, the Police Department relies on the Alameda <br /> County Sheriff's Office to process evidence in the field. Being reliant on another agency <br /> has caused extended wait times and impacts to the community. <br /> The purchase of a crime scene investigation vehicle will enhance the integrity of <br /> evidence and the subsequent investigation. The vehicle will reduce staff time spent on <br /> evidence processing and the reliance on other agencies. <br /> Extended critical incidents, investigations, operations and special events often leave <br /> staff without access to restrooms. The crime scene investigation vehicle will include a <br /> toilet and sink which will reduce staff time spent on providing relief for assigned <br /> personnel. <br /> The CSI vehicle will also include a generator power lights and other equipment during <br /> prolonged operations. The generator may also be connected to the command vehicle to <br /> provide an extended power supply for the command vehicle in order to reduce the noise <br /> level inside the command vehicle during prolonged incidents. When appropriate, the <br /> CSI vehicle will be deployed in conjunction with the command vehicle depending on the <br /> scale and needs of a specific operation. <br /> AB 481 Military Equipment Policy <br /> On July 19, 2022, the City Council adopted an ordinance approving the Pleasanton <br /> Police Department's Military Equipment Use Policy (Ordinance No. 2238). Staff is <br /> recommending that the City Council adopt an ordinance amending the Military <br /> Equipment Use Policy to add the Command Vehicle to the Policy's military equipment <br /> inventory. <br /> Citizens' Option for Public Safety (COPS) Funding <br /> The City receives annual funding through the Citizens' Option for Public Safety (COPS) <br /> Program. To date, funds have accumulated to $923,170. The funding is required to be <br /> spent on front-line law enforcement and may not supplant existing resources. The <br /> Page 4 of 6 <br />
