Pleasanton is susceptible to a variety of needs for a dedicated command vehicle. Large command posts have been established in Pleasanton for fires and evacuations occurring on the Pleasanton Ridge. In 2021, a multi-week search and rescue operation occurred in a rural area of Pleasanton requiring multiple command vehicles for multi- agency coordination. Natural disaster and fires present another potential need for a command vehicle and multi-agency coordination. Proximity to the Hayward Fault places Pleasanton in a high-risk area for earthquakes according to the United States Geological Survey (USGS). Reliance on outside agencies for assistance during regional disasters does not ensure resources will be available when needed. The Pleasanton Police Department's dispatch center receives emergency and non- emergency calls. Specialized communication tools and computers allow dispatchers to coordinate responding emergency personnel. Establishing a remote dispatch center takes a significant investment of time and there is currently no alternative backup dispatch center for the City. During the Covid-19 pandemic, the dispatch center was closed for decontamination requiring another city's dispatch center to assist by receiving and dispatching emergency calls. Using a satellite dispatch center requires cooperation with other agencies and can extend response times. A command vehicle provides a redundant dispatch resource and will serve as a backup dispatch center for planned and emergency closures.
