BACKGROUND <br />In July 2019, the City entered into a three-year agreement with. ACCO for the <br />maintenance and emergency repairs of City facilities' heating, ventilation, and air <br />conditioning (HVAC) systems. Per the agreement, ACCO is responsible for quarterly <br />and annual maintenance and emergency repairs for 23 City facilities. The original 3 - <br />year agreement included the option to extend annually for up to 2 years. <br />In November 2019, Council approved the first amendment to increase the total <br />compensation amount by $300,000. <br />In July 2021, Council approved the second amendment to this agreement to increase <br />the total compensation amount to a not -to -exceed amount of $800,000 and extend the <br />agreement through FY 2022/23. <br />DISCUSSION <br />Over the past few years, several facilities experienced system failures including the <br />compressor and coil replacement at the Senior Center and the compressor replacement <br />at the Aquatic Center. In addition, staff requested filter upgrades during the pandemic <br />as recommended by the Alameda County Health Department and Centers for Disease <br />Control and Prevention. Several other facility HVAC systems that required repairs <br />related to heating and cooling issues were also addressed by the contractor. Fire <br />Stations #2 and #3 were previously maintained by City staff and another HVAC <br />contractor. With the addition of Fire Stations #2 and #3 to the current list of maintained <br />facilities, staff is seeking to amend the agreement with ACCO to increase the total <br />compensation amount to a not -to -exceed cumulative amount of $1,300,000 (over the <br />full term) and extend the current maintenance agreement through FY 2023/24. This is a <br />$500,000 increase from the previous not -to -exceed cumulative amount of $800,000. <br />The approved two-year Capital Improvement Plan includes the replacement and repair <br />of roofs and HVAC systems. Engineering Department staff will be working on several <br />projects that will replace/repair the roofs and HVAC systems at 123 Main Street, 157 <br />Main Street and 200 Old Bernal.
