FINANCIAL STATEMENT <br />There is no fiscal impact with adoption of the resolution. This resolution commits the <br />City of Pleasanton to continue to pursue procurement for solar and battery energy <br />storage systems through a Power Purchase Agreement (PPA) with EBCE should the <br />City determine that the cost-effectiveness of the project portfolio results in benefits to <br />the City's budget and services to the community. With a PPA model, a PPA provider <br />pays for the installation, operation, and maintenance of the solar and battery energy <br />storage systems and the City pays an agreed upon price per kilowatt-hour (kWh) for <br />power generated. If the PPA pricing under this program is higher than without the solar <br />and battery energy systems or if the project terms are found to be otherwise <br />unfavorable to the City, the City is under no obligation to proceed with installation. <br />BACKGROUND <br />Solar and battery energy storage systems provide clean, renewable electricity and can <br />reduce time -of -use charges during peak pricing periods. In addition, these systems <br />provide resilience benefits by allowing critical facilities to continue to operate on a <br />limited basis during a power outage, using clean electricity stored and generated onsite, <br />thus reducing dependency on diesel generators for back-up power. Deployment of solar <br />and battery energy storage systems at critical municipal facilities aligns with the City's <br />greenhouse gas emissions reduction goals as set forth in the Climate Action Plan 2.0 <br />and meets Action S3 which outlines that to build local resilience to energy shortages, <br />the City will "work with regional partners (e.g., EBCE) to install solar and storage <br />systems on municipal facilities". <br />DISCUSSION <br />EBCE, as part of its Local Development Business Plan, is collaborating with its <br />members, including the City, to identify a cost-effective portfolio of solar and battery <br />energy storage projects for municipal buildings. Once an assessment is completed, <br />EBCE will conduct the procurement process, manage the contract and be responsible <br />for overseeing maintenance and repair of the installed infrastructure. <br />The benefits of this project include: <br />• An EBCE analysis to determine the feasible capacity of solar and battery energy <br />storage systems at critical municipal facilities. <br />• An engineering assessment and cost estimate of potential structural, roof <br />condition, and electrical capacity upgrades necessary to advance project <br />deployment. <br />• Local, renewable energy and enhanced resilience at critical municipal facilities. <br />• A streamlined procurement process, where EBCE acts as the counterparty to the <br />Power Purchase Agreement (PPA) on behalf of the City. Operation and <br />maintenance contracts for the solar and battery energy storage are included in <br />the PPA. <br />Page 2 of 3 <br />
