THE CITY OF <br />:j -i 111 lii ,joflr <br />PL£ASANTOCITY COUNCIL AGENDA REPORT <br />September 6, 2022 <br />City Manager <br />TITLE: CONSIDER ADOPTION OF A RESOLUTION AUTHORIZING THE CITY <br />MANAGER TO PURSUE DEPLOYMENT OF SOLAR AND BATTERY <br />ENERGY SYSTEMS AT CRITICAL MUNICIPAL FACILITIES IN <br />PARTNERSHIP WITH EAST BAY COMMUNITY ENERGY (EBCE) AND <br />MAKING FINDINGS FOR CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />(CEQA) EXEMPTION <br />SUMMARY <br />East Bay Community Energy (EBCE) is the electricity generation provider for <br />Pleasanton. The City of Pleasanton (City) is eligible to participate in a variety of Local <br />Development Programs provided by EBCE that drive investment in renewable energy <br />and improve the resilience of local communities. The City has been invited to partner <br />with EBCE in a procurement program that will provide energy resilient public facilities by <br />deploying solar and battery energy storage systems at critical municipal facilities. <br />Participation in this program would increase the potential for on-site solar generation, <br />advance Pleasanton's climate action goals, and prepare selected critical facilities for <br />Public Safety Power Shutoff events, rolling blackouts, and other potential power <br />outages. <br />For the City to participate in the program, EBCE requires the adoption of a resolution of <br />the City Council indicating intent to pursue procurement of solar and battery storage at <br />municipal facilities. <br />RECOMMENDATION <br />1. Staff recommends adoption of a resolution authorizing the City Manager to <br />pursue deployment of solar and battery energy systems at critical municipal <br />facilities in partnership with East Bay Community Energy (EBCE). <br />2. Staff recommends that the City Council make a finding that the proposed solar <br />and battery energy storage procurement effort involves no physical change to the <br />environment and is exempt from the California Environmental Quality Act <br />(CEQA), pursuant to, without limitation, CEQA Guidelines Section 15306 <br />(information collections) and 15061(b)(3) (no possibility of significant effect on the <br />environment), each as a separate and independent basis. <br />Page 1 of 3 <br />
