The City has fully <br />funded the design and is pursuing grant funding to supplement the ~5 million already allocated <br />to the construction. <br /> <br />I-580 Overcrossing Improvements – This project consists of bicycle and pedestrian <br />improvements on three overcrossings at I-580. Conceptual design plans were prepared for the <br />overcrossings of I-580/Hopyard Road, I-580/Hacienda Drive and I-580/Santa Rita Road. The <br />preliminary design plans were completed in 2019. An operations analysis was completed to <br />determine if the preliminary design would create excessive delays. This operations analysis did <br />show that several of the preliminary design concepts created vehicle backups through adjacent <br />intersections. This will require minor revisions to the preliminary design. <br /> <br />This project is ranked third on the BPMP priority list but fit well into a Highway Safety <br />Improvement Program (HSIP) grant opportunity. The HSIP Cycle 11 grant was awarded to the <br />City on March 6, 2021, for $250,000. In addition to this funding, TDA Article 3 will be used to <br />match the grant funding in the amount of $190,000. <br /> <br />Through the Covid Pandemic the project was a low priority. Staff plans to resume work on this <br />project starting in the Fall 2022. A consultant will be retained to update the preliminary design <br />plan to a full construction plan set that will incorporate best practices for bike and pedestrian <br />facilities adjacent to Caltrans facilities. The updated preliminary plans will be provided to the <br />BPTC for review and feedback. The plans will also need to be reviewed by Caltrans and the City <br />of Dublin. <br /> <br />It is expected that the full construction plans will be available for review in the Spring of 2023 <br />and construction possible upon Caltrans approval possibly in the Fall of 2023. <br /> <br />I-680 and Sunol Boulevard Interchange Project – The BPTC reviewed this project in October <br />2018. This project will improve safety and access to the I-680/Sunol Boulevard interchange. The <br />project administrative draft and draft environmental documents are currently being reviewed by <br />Caltrans. Once approved by Caltrans the environmental document will be brought to City <br />Council for final adoption in December 2022. Upon adoption of the environmental document <br />final design may begin. The final design phase will use TVTC funding. Construction funding is <br />not yet secured and will likely be a combination of Traffic Impact Fee funds, grant funding and <br />possibly general fund. <br /> <br />The remaining tasks are projected as follows: <br /> <br />• Solicit bids for design January 2023 to March 2023 <br />• Execute design contract April 2023 <br />• Design Plans & Estimates April 2023 – March 2024 <br />• Construction Summer 2024 to December 2025 <br /> <br />Sunol Boulevard/First Street/Bernal Avenue Intersection Project – This project was <br />reviewed on several occasions by the BPTC, most recently in January 2022. The project is at <br />100% design completion, but advertisement for construction has been delayed. PG&E will need <br />to relocate underground vaults prior to the start of construction and the PG&E work is not
