<br />Bicycle, Pedestrian & Trails Committee Minutes April 25, 2022 <br />Page 3 of 5 <br /> <br />cost of building the trail. Ms. Hosterman stated that the Landscape Architect would <br />provide the process for trail selection and cost of the trail at the future BPTC meeting. <br /> <br />In response to Member Nibert, Ms. Hosterman explained use of the bike only trail. <br /> <br />Member Henry thanked the Council and staff for the mountain bike trail. <br /> <br />Member Nibert, Member Piekarski and Member Fields asked about homeowners’ <br />concerns about the Austin Property Trail. Ms. Hosterman discussed concerns expressed <br />by the existing property owners and issues with Castle Ridge already encroaching on <br />their privacy. She stated Council decided not to build the trail. She discussed the <br />differences between the existing Castle Ridge Trail and the proposed Meadowlark Trial. <br /> <br />Member Houston stated the Railroad Corridor was not inviting. Ms. Hosterman stated that <br />the park is under construction and planting, lighting and other “softscape” would greatly <br />enhance the look and feel of the park. Ms. Hosterman asked the committee not to opine <br />on the project until completion later this year. Member Houston discussed the paths in <br />Zone 7. <br /> <br />Member Piekarski read portions of the agreement between the City and Zone 7 and <br />expressed concern with gravel portions. She discussed the City of Livermore paving <br />Zone 7 to install a trail. Ms. Hosterman stated it was cost prohibitive to maintain Zone 7 <br />surface roads to an appropriate level required for bikers, walkers and runners. <br /> <br />Member Neff stated, as a runner, she did not want all paths paved. She suggested the <br />use of decomposed granite or softer areas on the side of trails. Ms. Hosterman discussed <br />the section in the plan regarding preferred surfaces and reminded the Committee of <br />maintenance costs. <br /> <br />Member Henry discussed use of trails and suggested not paving over trails. <br /> <br />Member Piekarski asked about the connection of Railroad Corridor. Ms. Hosterman <br />stated staff was aware of gap and the plan to connect the entire corridor is outlined in the <br />Trails Master Plan. The committee was urged to familiarize themselves with the plan. <br /> <br />Member Piekarski expressed concern about potential concerns of a trail through the Merit <br />property. City Engineer Tassano explained that the Merit property would address <br />widening the road. Member Piekarski asked if there were grants for trail networks. City <br />Engineer Tassano stated there was a wide variety of grants but the City had limited staff <br />for grant writing and the City was often not competitive due to its demographics. Member <br />Piekarski requested an update on connection through BART across I580; CAP 2.0 bike <br />rack incentive program; and bike / pedestrian counts. <br /> <br />5.
