Costco hired two engineering firms, Kier + Wright Civil Engineers & <br /> Surveyors, Inc. and Mark Thomas, to prepare the engineering plans and seek the <br /> permits necessary to construct the JDEDZ traffic mitigation measures. Both engineering <br /> firms worked closely with City staff as the improvement plans were developed. The <br /> improvement plans are consistent with the requirements of the CEQA documentation for <br /> the JDEDZ Project. The improvement plans comply with the City of Pleasanton's <br /> Standards and Specifications and Caltrans' Standards and Specifications, as <br /> appropriate. The city of Pleasanton's Director of Engineering has reviewed and <br /> approved the improvement plans. Caltrans has reviewed the improvement plans and is <br /> prepared to issue the required permits for the work planned in the Caltrans right-of-way. <br /> It is recommended that the City Council approve the improvement plans prepared by <br /> Kier + Wright Civil Engineers & Surveyors, Inc and Mark Thomas for the Johnson Drive <br /> Economic Development Zone traffic mitigation improvements. <br /> Construction Bidding and Final Cost Estimate <br /> The format of the advertised bid package for the improvement plans coordinates closely <br /> with JDEDZ Project CEQA documentation and the 2018 Agreement. The project was <br /> bid following all requirements of the California Public Code and included provisions <br /> required by ACTC regarding goals for local business and small local business <br /> participation in project construction. While bid as one project, the advertised bid <br /> package divided the work into the five traffic mitigation measures identified in the <br /> JDEDZ Project CEQA documentation, with each of the five mitigation measures <br /> assigned to one of two projects as discussed in the 2018 Agreement: <br /> 1. Stoneridge Drive and 1-680 Project: <br /> a. Measure 4.D-1d, Stoneridge Drive and 1-680 on-ramp widening for second <br /> on-ramp lane (Caltrans ROW) and Stoneridge Drive widening for second on- <br /> ramp queuing lane <br /> 2. JDEDZ Street Improvements: <br /> a. Measure 4.D-la, Commerce Drive at Johnson Drive Traffic Signalization <br /> b. Measure 4.D-1 b, Johnson Drive at Owens Drive (North) Traffic Signalization <br /> c. Measure 4.D-3, Johnson Drive Widening to add a second northbound lane <br /> d. Measure 4.D-1c, Johnson Drive at Stoneridge Drive Intersection modifications <br /> The five traffic mitigation measure project areas are shown graphically in Attachment 3. <br /> The bid package required each bidder to submit a price for each of the five traffic <br /> mitigation measures and defined the winning bid as the bid with the lowest total of the <br /> five prices submitted. Arranging the bid package in this way was consistent with how the <br /> Planning Level Estimate was prepared and is therefore also consistent with how the <br /> reimbursement provisions are written within the 2018 Agreement. <br /> Four bids were received on April 29, 2022, all from local contractors well known in the <br /> industry for performing the type of work required on this project.
