RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING THE CITY COUNCIL MEETING RULES OF PROCEDURE WHEREAS, in conducting the public's business, the City Council intends to work collaboratively, have an clear process for public participation at Council meetings, and establish understandable rules for meetings and appointments; and WHEREAS, the 1995 City Council Rules and Operating Procedures (Resolution 95-142) no longer reflect current state law and council practices; and WHEREAS, an ad hoc council committee prepared draft City Council Meeting Rules of Procedure which were considered and amended by the entire City Council at a work session on June 28, 2022. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Adopts the attached City Council Meeting Rules of Procedure. SECTION 2. Continues application of the following provisions of the 1995 City Council Rules and Operating Procedures until superseded by subsequent action: Section I. Code of Conduct - A. Ethics and B. Television Appearances During an Election Year; and Section XI Miscellaneous -A. Use of Staff for Outside Activities, B. Press Releases, C. When Not Speaking on Behalf of the City, D. Council Mail, E. Council and Mayor Compensation, F. Reimbursement Policy and Procedures, and G. Council Equipment/ Supplies. SECTION 3. A Council subcommittee shall meet annually, or as needed, to review the City Council Meeting Rules of Procedure for any updates to recommend to the entire City Council. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on July 19, 2022.
