New Section. In addition to the amendments and corrections described above, staff also <br /> proposes to add a new Section 18. Failure to Observe Rules of Procedure. This new <br /> section provides the City with protection from legal claims in the event the City Council <br /> Meeting Rules of Procedure are not strictly followed. <br /> Carry-Over Items from 1995 Rules and Operating Procedures. The City Council <br /> Meeting Rules of Procedure are focused on meeting conduct and appointments. The <br /> 1995 Operating Procedures have a few provisions that are proposed to be carried-over <br /> and remain in effect until subsequent action by the City Council adopting an update to <br /> the local conflict of interest code, travel reimbursement policy, as well as considering <br /> new council norms. Section 2 of the resolution provides that the following elements of <br /> the 1995 Operating Procedures would remain in effect until superseded: <br /> Section I. Code of Conduct <br /> A. Ethics <br /> B. Television Appearances During an Election Year <br /> Section XI Miscellaneous <br /> A. Use of Staff for Outside Activities <br /> B. Press Releases <br /> C. When Not Speaking on Behalf of the City <br /> D. Council Mail <br /> E. Council and Mayor Compensation <br /> F. Reimbursement Policy and Procedures <br /> G. Council Equipment / Supplies. <br /> Annual Review of Rules. At the work session, the City Council expressed interest that <br /> the City Council Meeting Rules of Procedure be annually reviewed for potential update. <br /> That language is found in Section 3 of the adopting resolution. This might be done by a <br /> future subcommittee formed by the City Council, the scope of which could be refined <br /> when established. <br /> Financial Impact. Implementation of the City Council Meeting Rules of Procedure has <br /> no financial impact to the City.
