17. City Council Expectations <br /> 17.1 following Meeting Rules of Procedure <br /> These Rules of Procedure express both statutory requirements and standards of conduct expected <br /> for Councilmembers. This <br /> restriction on the use of electronic devices and other forms for private-communications preserves <br /> compliance with the Brown Act and due process. <br /> Typographical and other corrections <br /> 3. Rules of Parliamentary Procedure <br /> The City Council has adopted Rosenberg's Rules of Order, Revised 2011, as its rules of <br /> parliamentary procedure, attached. In the event of a conflict between Rosenberg's Rules of Order <br /> and these rules of procedure,these rules of procedure shall control. imps <br /> 7.3.2 Absentee Participation <br /> If a Councilmember wants to participate in a meeting from another published location, the <br /> appropriate way to participate is through a teleconferenced meeting as provided for in section <br /> 7.4.6. Absent Councilmembers are discouraged from communicating their opinions on agenda <br /> items to staff or to other Councilmembers to conveypresent at the Council Meeting on behalf of <br /> the absent Councilmember.
