(Section III.B, pages 4-5) <br /> Order of Business — Regular Meetings (Section 9) <br /> Added to the list of regular agenda items is a new item number "9. Council Reports", as <br /> California law adopted in 2005 (AB 1234) requires an official who was paid for attending <br /> a meeting to report; and the practice has also been to report on conferences attended. <br /> Consent Calendar (Section 9.3) <br /> Language added to reflect current practice of when an official who voted No, or <br /> abstained, can still vote to approve the consent calendar; and such original No vote / <br /> abstention will be reflected in the final ordinance. This removes the requirement in the <br /> current Rules and Procedures that an ordinance had to have been unanimously <br /> approved at introduction (first reading) in order to be placed on the consent calendar for <br /> adoption (second reading) (Section 111.0.3, page 6). <br /> City Council Questions (Sections 9.5.3 and 9.5.6) <br /> The draft Rules of Procedure provide that after the initial staff presentation, officials are <br /> then limited to asking technical or clarifying questions, which is consistent with existing <br /> practice and Rosenberg's Rules (page 3). An official's opinion about a matter, or debate <br /> about the merits, are for later in the discussion. (See Section 9.5.6) <br /> Later, when officials express opinions or debate the merits, the draft Rules of Procedure <br /> explain the process for further questions to be posed to staff, participating parties, or the <br /> public. (See Section 9.5.6) <br /> Matters Initiated by Council and Council Reports (Section 9.6) <br /> This section follows the current rules (Section 111.0.5, page 6) requiring an individual <br /> official to receive majority approval to have an item placed on a future agenda. One <br /> change is to remove the written and oral request distinctions. <br /> Public Participation (Section 11) <br /> For persons wishing to address the City Council, the draft Rules of Procedure now state <br /> that speakers can remain anonymous, and all the information is not required to be filled- <br /> out in the Speaker Card. <br /> Language has also been added about the process for a speaker to present photos, <br /> videos or recordings. (Section 11.3.11) <br /> Motions (Section 13) <br /> The draft Rules of Procedure would adopt Rosenberg's Rules regarding motions, which <br /> are easier to understand than Robert's Rules. <br /> Text about Council review of decisions of staff or other boards, commissions or <br /> committees has been added to align with the Municipal Code and controlling court <br /> decisions.
