9.2 Agenda Amendments <br /> The agenda may be amended as provided in Section 6.5.4 Reordering of Agenda and <br /> Section 7.7 Continuance of Agenda Items. <br /> 9.3 Consent Calendar <br /> The consent calendar portion of the agenda is for routine items such as: approval of <br /> minutes5, resolutions confirming actions from a previous meeting, the introduction and <br /> adoption of ordinances6, and the processing of administrative items such as the approval <br /> of contracts, the acceptance of public improvements, and other routine items requiring <br /> City Council approval by ordinance, resolution, or law. Prior to taking action on the <br /> Consent Calendar, a Councilmember may ask questions about, or comment on, a <br /> Consent calendar item without moving the item from the Consent Calendar. <br /> Any Councilmember may pull an item from the Consent Calendar for separate discussion. <br /> Members of the public may address the City Council on consent calendar items by <br /> following the procedures set forth in Section 11 Public Participation. Speakers are <br /> generally limited to three (3) minutes, or as determined by the Mayor. <br /> The items on the consent calendar are generally approved by the City Council by a single <br /> motion. <br /> 9.4 Meeting Open to the Public <br /> This portion of the agenda is for City proclamations to recognize significant community <br /> events, people, or days. The City Manager, or designee, may develop a policy regarding <br /> proclamations as a guide. It is also for the City Council confirmation of appointments to <br /> advisory bodies and to administer the oath of office to advisory body members. As <br /> authorized by the Mayor or the City Manager, this portion of the agenda is also for other <br /> local, regional, or state legislative bodies and elected officials to make brief presentations <br /> to the City Council concerning activities of interest to the City. <br /> These are ceremonial matters and not action items by the City Council. While the <br /> preference is for proclamations to be included in the posted agenda, the desire to <br /> recognize a significant community event, person, or day may arise or be discovered after <br /> an agenda is posted. In that case, the Mayor may make additional proclamations at a City <br /> Council meeting so long as they do not unduly interfere with the City Council's business. <br /> 5 The City Council waives the full reading of the minutes when the City Clerk has provided a copy of the <br /> minutes to the City Council in advance of the meeting. <br /> 6 The first reading and introduction of any ordinance on the Consent Calendar will include a reading of the <br /> title by the City Clerk, City Attorney or Mayor. The second reading and adoption of an ordinance on the <br /> Consent Calendar will note on the agenda when a Councilmember voted "No", abstained or recused from <br /> the first reading and introduction; which will be reflecting in the vote tally of the final ordinance. <br /> The City Council waives the full reading of all ordinances at time of introduction and adoption per 36934. <br />
