The recently <br /> expired MOU covered the period July 1, 2018 through December 31, 2021. In <br /> accordance with the agreement between Livermore and Pleasanton creating the <br /> Livermore-Pleasanton Fire Department, the Joint Powers Authority Board and the City <br /> Councils of Livermore and Pleasanton are the appropriate agencies to approve labor <br /> agreements with employees covered by this bargaining unit. Representatives of the <br /> partner cities met and conferred with representatives of IAFF and developed a proposed <br /> successor agreement with term ending June 30, 2025. <br /> DISCUSSION <br /> In accordance with the Meyers-Milias-Brown Act, the parties are required to meet and <br /> confer in good faith over items covered within the scope of representation, including <br /> wages, hours, and other terms and conditions of employment. The significant outcomes <br /> of the negotiations include: <br /> 1. Term of Agreement: The term of the proposed agreement is three and a half <br /> years with an expiration date of June 30, 2025. <br /> 2. General Wage Increases: <br /> a. First year: 5.5% (effective the first full pay period after Union ratification) <br /> b. January 1, 2023: 3.5% <br /> c. January 1, 2024: 3% <br /> d. January 1, 2025: 1% <br /> 3. Paramedic Premium: Increase the paramedic premium from 8% to 10% of an <br /> employee's base pay. <br /> 4. Paramedics of Rank: Increase Paramedic of Rank pay to 4% of top step fire- <br /> fighter, effective the first full pay period after Union ratification. Paramedics of <br /> Rank are Livermore-Pleasanton Fire Department Engineers and Captains who <br /> have maintained a paramedic certification and can be assigned to serve as <br /> Company Paramedics when necessary. When assigned as a paramedic, these <br /> employees will receive 10% of their base only, and not the additional Paramedic <br /> of Rank pay. <br /> 5. Drug Testing Policy: Adopt and implement a comprehensive drug testing policy. <br /> 6. Zipper Clause: Adopt a Zipper Clause that states, "Except as provided in this <br /> MOU, each party to this agreement voluntarily waives its right to negotiate during <br /> the term of this agreement with respect to any matter expressly covered by this <br /> MOU or proposed by that same party during the negotiations leading to this <br /> MOU." <br /> Page 2 of 4 <br />
