VUI.UJIIJ.II CI IVCIU.1C IL). 1 OC ICLL,O-IJUJC-'FCCL,-0 .7'4-L1lJUr J'FJY IOy ---_- __
1
THE CITY OF
CITY COUNCIL AGENDA REPORT
Piftlegliri.
pLE ASANTON®
June 28, 2022
Human Resources
TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF
UNDERSTANDING BETWEEN THE LIVERMORE-PLEASANTON FIRE
DEPARTMENT JOINT POWERS AUTHORITY AND THE
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 1974
WITH TERM ENDING JUNE 30, 2025
SUMMARY
The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire
Department Joint Powers Authority and the International Association of Firefighters,
Local 1974 (IAFF) expired on December 31, 2021. Representatives from IAFF and the
cities of Pleasanton and Livermore met and conferred in good faith and have agreed on
terms for a successor agreement. The City's practice is to introduce the key elements of
the proposed MOU, receive input from the public and allow for open discussion prior to
adopting the agreement at the next public meeting.
RECOMMENDATION
It is recommended that the City Council obtain public input and provide comment
regarding the key elements of the tentative agreement negotiated between IAFF and
the Livermore-Pleasanton Fire Department Joint Powers Authority.
FINANCIAL STATEMENT
The three-year financial impact to the LPFD budget, as a result of implementing the
successor MOU, is approximately $6.57M through June 2025. This cost is shared by
Livermore and Pleasanton. The portion of Pleasanton's obligation for FY 2022/23 is
approximately $900,000. The FY 2022/23 Mid-Term General Fund budget accounts for
these labor costs in the non-departmental budget. Funds will be moved to the LPFD
budget to cover the increase in personnel expenses. The future years will be
appropriated as part of the biennial budget process.
