Collection Services <br /> Franchise Agreement with Pleasanton Garbage Service <br /> <br />City of Pleasanton Page 66 June 7, 2022 <br />5.17.4 Signage 2339 <br />Contractor shall be responsible for preparing, distributing, and posting signage at Commercial and Multi-2340 <br />Family Premises that promote Recyclable Materials and Organic Materials Collection services, describe 2341 <br />the program requirements, and identify allowable and non-allowable types of materials for Collection. At 2342 <br />a minimum, these signs shall be posted in the Container areas. Upon request of the Customer, Contractor 2343 <br />shall provide signage and Container labeling in Spanish, or another language spoken by a substantial 2344 <br />number of the public, as directed by the City. Within fourteen (14) calendar days of a Customer’s request, 2345 <br />Contractor shall provide extra signage for use in areas such as laundry and mail rooms at Multi-Family 2346 <br />Premises and in employee training areas, break rooms, kitchens, and janitorial areas at Commercial 2347 <br />Premises. 2348 <br />5.17.5 Multi-Family Technical Assistance Program 2349 <br />Contractor shall provide Recycling technical assistance to Multi-Family Customers to help each Customer 2350 <br />determine how best to provide Recyclable Materials and Organic Materials service to its tenants. This 2351 <br />technical assistance shall include meetings with property managers at the Premises and on-site 2352 <br />assessments of the Multi-Family Premises to identify appropriate locations for Containers and the 2353 <br />number, type, and size of Containers that would be most suitable. Contractor shall offer the property 2354 <br />manager Recyclable Materials and Organic Materials posters and signage as required by Section 5.3.3.D 2355 <br />and 5.4.2.E, and education materials as required by Section 5.17.7.B. At a minimum, the Contractor’s 2356 <br />Recycling coordinator shall meet virtually or in person with every property manager twice annually to 2357 <br />work with the property manager to improve Recycling participation levels in terms of the quantity and 2358 <br />quality of Recyclable Materials and Organic Materials Collected. 2359 <br />Contractor shall document each site visit or meeting, using a form approved by the City identifying the 2360 <br />name and address of the Premises, number of tenant units, date of the visit, name of property manager 2361 <br />and contact information, current Recyclable Materials, Organic Materials, and Solid Waste Service Levels 2362 <br />and calculated weekly Recycling capacity per tenant unit, property manager concerns and requests, and 2363 <br />actions items. Audit forms shall be provided to the City in accordance with Section 6.3.3.I. 2364 <br />During the two annual site visits or meetings, or upon request, Contractor shall restock posters, “How To 2365 <br />Guides,” personal recycling baskets and any other appropriate materials (required by Section 5.3.3.D), 2366 <br />and provide new Container signage if necessary. 2367 <br />Contractor shall provide one half (0.5) full-time Recycling coordinator to provide Multi-Family technical 2368 <br />assistance services. 2369 <br />Other public education requirements for Multi-Family Customers are described in Exhibit B. 2370 <br />5.17.6 Commercial Technical Assistance 2371 <br />Contractor shall perform Diversion audits for Commercial Customers. At a minimum, Contractor shall 2372 <br />perform audits for all Customers that request an on-site or virtual audit, for all new Commercial 2373 <br />Customers, and for twenty percent (20%) of all Commercial Customers in the City each year. The goal of 2374 <br />each audit shall be to provide assistance to the Customer or its property manager in the development of 2375 <br />source reduction, reuse, Recycling, and Organics Diversion programs. During the first Rate Period, the 2376 <br />twenty percent (20%) of Customers targeted by the Contractor shall be the Commercial Customers that 2377
