Collection Services <br /> Franchise Agreement with Pleasanton Garbage Service <br /> <br />City of Pleasanton Page 64 June 7, 2022 <br />5.16.8 Cleaning, Painting, Maintenance 2267 <br />Contractor shall steam clean and repaint all Containers as needed (other than Carts) so as to present a 2268 <br />clean appearance. Contractor shall offer and promote the availability of Customer requested steam 2269 <br />cleaning service (or clean Container exchange) to Cart Customers, and may charge Cart Customers for 2270 <br />such cleaning (or Container exchange) in accordance with City-approved Rates on the Rate schedule in 2271 <br />Exhibit G. 2272 <br />Contractor shall remove graffiti from Containers within forty-eight (48) hours of identification by 2273 <br />Contractor or notice by City or Customer if such graffiti includes any written or pictorial obscenities and 2274 <br />otherwise within five (5) Business Days. 2275 <br />All Containers shall be maintained in a functional condition. At the City’s request, Contractor shall provide 2276 <br />City with a list of Containers and the date each Container was painted and maintained. 2277 <br />5.16.9 Repair and Replacement 2278 <br />Contractor shall repair or replace all Containers which have broken wheels, hinges, or other 2279 <br />nonfunctioning parts, or cracks or holes. Contractor shall repair or replace all Containers damaged by 2280 <br />Collection operations within a one (1) week period. If the repair or replacement cannot be completed 2281 <br />within in one (1) week, the Customer shall be notified by Contractor and a larger Container shall be made 2282 <br />available until the proper Container can be replaced. 2283 <br />5.17 Public Education and Technical Assistance 2284 <br />5.17.1 General 2285 <br />Contractor shall educate Residential and Commercial Customers on the following: (i) the benefit of source 2286 <br />reduction, reuse, Recycling, and Composting and related program opportunities; (ii) proper handling of E-2287 <br />Waste, U-Waste, and Hazardous Waste; (iii) specific programs offered by the Contractor; and (iv) Rates 2288 <br />for Collection services. The public education program shall include distribution of public education 2289 <br />materials at the commencement of the Agreement, when Collection services are changed during the Term 2290 <br />of the Agreement, and when new Collection services are implemented during the Term of the Agreement. 2291 <br />In addition, the public education program shall include on-going education activities throughout the Term 2292 <br />of the Agreement. Educational media shall include, but not be limited to, newsletters, bill inserts, flyers, 2293 <br />door hangers, notification tags, newspaper advertisements, and direct contact with Customers or Owners 2294 <br />and Occupants of Premises. 2295 <br />Detailed requirements of the public education program and required program staffing are described in 2296 <br />Exhibit B. 2297 <br />Contractor shall ensure that the personnel described in this Section and in Exhibit B shall be responsible 2298 <br />for providing the public education and outreach activities described in Exhibit B, in accordance with the 2299 <br />full-time equivalency stated in Exhibit B, and shall not be utilized to perform other functions within 2300 <br />Contractor’s operations, unless authorized in writing by the City. 2301
