support installation of the cover crop by the Master Gardeners be covered by the <br />existing CIP allocation towards design of Phase One. <br />RECOMMENDATION <br />1. Approve the Memorandum of Understanding between the Regents of the <br />University of California and the City and authorize the City Manager to execute <br />the attached MOU, including amendments necessary to refine operational and <br />other details of the MOU as development of the demonstration garden begins. <br />2. Authorize the initial limited use of the site by the Master Gardeners, for cover <br />crop installation and maintenance, including authorizing use of up to $75,000 of <br />the current $350,000 allocation in CIP No. 20772 (Design Phase 1 of Bernal <br />Community Farm Project) for necessary work in support of the initial limited use <br />of the site by the Master Gardeners for cover crop installation (Phase 0). <br />FINANCIAL STATEMENT <br />The initial work necessary to support the installation and maintenance of a cover crop <br />will be funded through use of a portion of the existing allocation (up to $75,000) in CIP <br />No. 20772. As the existing funding in the CIP was designated for design of Phase One <br />of the Community Farm, additional appropriation of funds may be necessary in the <br />future to fully fund design of Phase 1. <br />There is no direct financial impact at this time related the approval of the MOU. The <br />development of the Community Farm will be dictated by the phasing outlined in the <br />Master Plan. Design and construction costs would be included in future CIPs, and costs <br />associated with the maintenance and programming of the Community Farm would be <br />designated in future budget cycles as necessary upon completion of the various <br />phases. <br />BACKGROUND <br />At the May 1, 2018, meeting, the City Council approved the Pleasanton Community <br />Farm Master Plan at the Bernal Property. This Master Plan covers the design and use <br />for a Community Farm to be developed on Sub -Area 7 and Sub -Area 16 of the Bernal <br />Property Phase II Specific Plan. These sub -areas are designated in the voter -approved <br />specific plan to facilitate agriculture and community farming. Specifically, Sub -Area 7 is <br />designated as agricultural club, agriculture, community vegetable garden, open space, <br />passive recreation facilities, public utilities, and trails, and Sub -Area 16 is designated as <br />agriculture (crops only), community vegetable garden, open space, passive recreation, <br />public utilities, and trails. Proposed site plans for Sub -Areas 7 and 16 are included as <br />Attachment 2. <br />Outlined in the Community Farm Master Plan are Community Farm Users and <br />Operators, including the University of California Cooperative Extension (UCCE) Master <br />Gardener Program. A portion of the Community Farm site is designated as an <br />educationally focused demonstration garden, to be developed and operated by the <br />Page 2 of 5 <br />
