lei <br />THE CITY OF <br />i <br />MT -M.1"' "'r CITY COUNCIL AGENDA REPORT <br />PLEASANTON, <br />June 21, 2022 <br />City Manager <br />Community Development <br />TITLE: APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE <br />CITY OF PLEASANTON AND THE REGENTS OF THE UNIVERSITY OF <br />CALIFORNIA (UC) ON BEHALF OF THE UC COOPERATIVE EXTENSION <br />ALAMEDA COUNTY MASTER GARDENER PROGRAM FOR THE <br />DEVELOPMENT AND MANAGEMENT OF THE MASTER GARDENER <br />DEMONSTRATION GARDEN AT THE BERNAL COMMUNITY FARM SITE, <br />AND AUTHORIZE THE MASTER GARDENERS TO PROCEED WITH <br />INSTALLATION OF A COVER CROP ON A PORTION OF THE SITE, <br />INCLUDING FUNDING OF UP TO $75,000 TO SUPPORT THIS WORK <br />SUMMARY <br />At the May 1, 2018, meeting, the City Council approved the Pleasanton Community <br />Farm Master Plan at the Bernal Property. Outlined in the Master Plan are Community <br />Farm Users and Operators, including the University of California Cooperative Extension <br />(UCCE) Master Gardener Program. A portion of the Community Farm site is designated <br />as an educationally focused demonstration garden, to be developed and operated by <br />the Master Gardener Program. <br />The Community Farm Master Plan includes phasing for the design, construction, and <br />implementation of the various uses of the Community Farm site. Development of the <br />portions of the site designated for Master Gardener Program use are included in Phase <br />Two of the phasing plan. Currently, the City's Capital Improvement Program (CIP) <br />includes funding for design only of Phase One. However, the UCCE has indicated they <br />require a Memorandum of Understanding (MOU) to be in place for the Master <br />Gardeners to formally fundraise for the development of their uses of the demonstration <br />garden site. As fundraising efforts are expected to be significant and take time, the City <br />and UCCE have developed an MOU to outline the terms and responsibilities under <br />which the demonstration garden will be developed and operated upon implementation <br />of Phase Two of the Master Plan. <br />In addition, the Master Gardeners have expressed a near-term interest in establishing a <br />cover crop at the site, to allow for soil enrichment and preparation prior to <br />implementation of the Master Plan phases. Installation of a cover crop will require some <br />initial work, for which the Master Gardeners have requested support by the City. This <br />recommended work includes discing (to prepare the ground for planting) and installation <br />of a temporary gravel parking area. Staff recommends costs for this initial work to <br />
