Master Gardener Program. The Master Gardener Program would provide a full range of <br />educational services including workshops, classes, weekly talks, an annual plant sale, <br />and other services subject to the availability and capacity of local Master Gardener <br />volunteers. The portions of the Community Farm site designated for use by the Master <br />Gardener Program are included in Sub -Area 7. <br />Also included in Sub -Area 7 is a Learning Center building (including restrooms) and a <br />Community Garden (to expand the City's Garden Patch program) to be developed and <br />operated by the City, along with a row crop/general agricultural area to be farmed by a <br />yet -to -be -determined operator. Sub -Area 16 is designated in the Master Plan with a <br />preferred use as an orchard, a vineyard, and a linear native habitat buffer. <br />The Community Farm Master Plan includes the following Phasing Plan: <br />Phase 1. Establish safe access, essential utilities (water connections, sewer, <br />storm water control, electrical services, outdoor lighting), accessible driveways <br />and parking, restrooms, fencing, pathways, drinking water, irrigation connections <br />and park furnishings for the safe and comfortable use of the Master Gardener <br />Program Demonstration Garden and the Garden Patch plots; <br />• Phase 2. Development of the Master Gardener Program Demonstration Garden; <br />• Phase 3. Expansion of the City's Garden Patch program including garden plot <br />construction, storage building, fencing, seating, and water services; <br />• Phase 4. Construction of the Learning Center with associated outdoor gathering <br />and landscape improvements; <br />• Phase 5. Development of the row crop area in Sub -Area 7; <br />• Phase 6. Development of the orchard/vineyard and landscape buffer in Sub - <br />Area 16. <br />Following approval of the Community Farm Master Plan, the FY 2019/20 CIP included <br />$350,000 in funding towards designing the first phase of the Community Farm (CIP No. <br />20772). That funding has continued in successive CIP budget years and is included in <br />the FY 2022/23 CIP budget. The 2021/22-2022/23 City Council Work Plan includes <br />Design of Phase I of the Bernal Community Farm as a "Priority A" project, and in the <br />recent mid-term budget discussions the City Council affirmed its commitment to <br />retaining this funding for the project. <br />At the time the Community Garden Master Plan was approved the implementation was <br />anticipated to include negotiations with the Master Gardeners at such time as <br />construction of the initial phases of the Master Plan was approved. However, in 2019 <br />the Master Gardeners reached out to City staff to advise that UCCE required an MOU <br />be in place for the Master Gardeners to formally fundraise for the development of the <br />Page 3 of 5 <br />
