FINANCIAL STATEMENT <br /> The anticipated total expenditure for this one-year agreement is $112,090, which <br /> includes funds for the maintenance of the city of Pleasanton's five LMDs. The cost of <br /> maintenance for the LMDs will be paid for from the respective District's funds, including <br /> $12,840 for 1984-1 Ponderosa, $10,800 for 1993-1 Windsor, $23,720 for 1993-2 Bonde <br /> Ranch, $19,920 for 1994-1 Oak Tree Farm, and $44,810 for 1995-1 Moller Ranch. As <br /> required by law, the city will continue to incur a fiscal impact of$9,703 for the "general <br /> benefit" area along the Arroyo in District 1984-1 Ponderosa, which will be appropriated <br /> from the General Fund. <br /> BACKGROUND <br /> The Landscaping and Lighting Act of 1972 (the "Act") authorizes local agencies to <br /> impose an annual assessment on real property benefiting from project-specific <br /> improvements to pay for the construction and maintenance of landscaping and lighting <br /> special improvements that benefit those parcels. All five of the city's LMDs were created <br /> under the auspices of the 1972 Act and prior to the approval of Proposition 218 "The <br /> Right to Vote on Taxes Act," which limited the authority of the city to increase the <br /> assessments. The assessments have not been increased since the establishment of <br /> each LMD back in the 1980s and 1990s. <br /> The Landscape Architecture Division of the Engineering Department is responsible for <br /> managing the maintenance of the city of Pleasanton's five LMDs: <br /> • 1984-1 Ponderosa LMD <br /> • 1993-1 Windsor LMD <br /> • 1993-2 Bonde Ranch LMD <br /> • 1994-1 Oak Tree Farm LMD <br /> • 1995-1 Moller Ranch LMD <br /> Staff uses a landscape maintenance contractor to perform landscape maintenance for <br /> the LMDs. The current five-year agreement for landscape maintenance services for the <br /> LMDs expires on June 30, 2022; therefore, staff submitted an RFP for landscape <br /> maintenance services for a new agreement. <br /> DISCUSSION <br /> The Engineering Department advertised a Request for Proposals for the maintenance of <br /> the city of Pleasanton's five LMDs on April 29, 2022. Four landscape maintenance <br /> contractors submitted a bid package in response to the advertised RFP prior to the May <br /> 18, 2022, submittal deadline.
