FINANCIAL STATEMENT The anticipated total expenditure for this one-year agreement is $112,090, which includes funds for the maintenance of the city of Pleasanton's five LMDs. The cost of maintenance for the LMDs will be paid for from the respective District's funds, including $12,840 for 1984-1 Ponderosa, $10,800 for 1993-1 Windsor, $23,720 for 1993-2 Bonde Ranch, $19,920 for 1994-1 Oak Tree Farm, and $44,810 for 1995-1 Moller Ranch. As required by law, the city will continue to incur a fiscal impact of$9,703 for the "general benefit" area along the Arroyo in District 1984-1 Ponderosa, which will be appropriated from the General Fund. BACKGROUND The Landscaping and Lighting Act of 1972 (the "Act") authorizes local agencies to impose an annual assessment on real property benefiting from project-specific improvements to pay for the construction and maintenance of landscaping and lighting special improvements that benefit those parcels. All five of the city's LMDs were created under the auspices of the 1972 Act and prior to the approval of Proposition 218 "The Right to Vote on Taxes Act," which limited the authority of the city to increase the assessments. The assessments have not been increased since the establishment of each LMD back in the 1980s and 1990s. The Landscape Architecture Division of the Engineering Department is responsible for managing the maintenance of the city of Pleasanton's five LMDs: • 1984-1 Ponderosa LMD • 1993-1 Windsor LMD • 1993-2 Bonde Ranch LMD • 1994-1 Oak Tree Farm LMD • 1995-1 Moller Ranch LMD Staff uses a landscape maintenance contractor to perform landscape maintenance for the LMDs. The current five-year agreement for landscape maintenance services for the LMDs expires on June 30, 2022; therefore, staff submitted an RFP for landscape maintenance services for a new agreement. DISCUSSION The Engineering Department advertised a Request for Proposals for the maintenance of the city of Pleasanton's five LMDs on April 29, 2022. Four landscape maintenance contractors submitted a bid package in response to the advertised RFP prior to the May 18, 2022, submittal deadline.
