Based on the evaluation criteria in the RFP, Terra Landscape was selected as the most qualified firm. Terra Landscape provided the most comprehensive understanding of the scope of work, maintenance goals and limitations, budget, and necessary levels of communication, and proposed an organized and efficient approach to performing the work on time. Terra Landscape outlined its staff resources and highlighted its willingness to partner with the city to accomplish the anticipated work as effectively as possible. Terra Landscape Company was awarded the previous LIVID landscape maintenance services agreement and has carried out the duties assigned in the agreement to the satisfaction of the Landscape Architecture Division. Although Terra's fees are nominally higher than Del Conte's fees ($506 more, annually), its references, understanding of the scope of the project, familiarity with the five districts, and the trust that Terra has built with staff make it the preferred contractor. Funding is budgeted in the respective District's fund and through the City's General Fund for the "general benefit" area along the Arroyo in District 1984-1 Ponderosa in the amount of$9,703, which will be appropriated from the General Fund. This proposed agreement includes landscape maintenance in the following areas: • 1984-1 Ponderosa LIVID • 1993-1 Windsor LIVID • 1993-2 Bonde Ranch LIVID • 1994-1 Oak Tree Farm LIVID • 1995-1 Moller Ranch LIVID Staff recommends that the City enter into a one-year agreement with Terra Landscape, starting on July 1, 2022, for a total not-to-exceed amount of$112,090 and with the option to extend the agreement by four one-year terms, not to exceed five years in total.
